Huston, City Manager Jeff Kolin, Recreation Superintendent TILLER DAYS STREET FAIRE REQUEST RECOMMENDATION: Pleasure of the Council; Mrs. Webb will attend the Council meeting to present her report and to answer any questions Council may have. BACKGROUND: As the Council is aware, the 1983 Tiller Days was an enormous success. Community spirit and participation have continued to grow each year with volunteers contributing countless hours of service. The number of booths and spaces continues to grow each year. 55 booths and 16 spaces were reserved in 1983 and several requests for space were placed Qn ~ waiting list. Peppertree Park has accommodated Tiller Days for several years giving the Street Faire a beautiful and functional site. In 1983, for the first time, the Tiller Days Committee felt cramped at Peppertree Park. If additional space was available, more booth space could have been sold. The Committee has also received complaints about the lack of adequate night lighting at the park. Although over $1,000 was allocated to bring in temporary lighting, the light generated was barely adequate. The Committee is asking for $6,000, a reduction of $798 from their 1983 request. Mrs. Webb's report is attached for your review. It contains recommendations for a change in the location of Tiller Days from Reppertree Park to Columbus Tustin Park. The savings of $798 is possible because of the availability of existing high intensity athletic field lighting at Columbus Tustin Park which would eliminate the need for temporary lighting. School District staff has indicated that the District would not object to relocating Tiller Days to Columbus Tustin Park. Parking in the area is adequate and could be substantially better if vacant lots were used for parking. The "Beer Garden" would be located in a controlled area well away from School property. The site also offers substantial additional space for possible expansion of Tiller Days. The Tiller Days Parade Committee has been contacted regarding the proposed change in site location by the Tiller Days Committee. They have voiced no TILLER DAYS STREET FAIRE REQUEST Page Two February 13, 1984 objections, although details of a new parade route remain to be worked out. The Jaycees hope to be able to retain their staging area in the downtown E1 Camino Real area and move the end of the parade to Columbus Tustin Park if the site is selected for the 1984 Tiller Day~. We voted to look into moving the site to Columbus Tustin School. Everyone agreed that this would be a good idea Because: 1, The lighting is already there and would be more than adequate for both Booth and soaces. 2. School District Ok'ed Beer and Wine in this area. 3. More people driving on Irvine would be aware of the Activities. 4. Could possibly charge admission ( because of fencing) 5, Parking would be much more adequate. 6. No streets would have to be closed. Cherrill Webb
