Location: 14772 Plaza Drive Background & Discussion The Redevelopment Agency reviewed changes in building elevations of the office project approved by Variance 83-9 on January 30, lg84 and approved the design change. However, the Agency was concernedlwith the blue roof. The question was raised as to whether or not the Town Center Redevelopment Plan requires the use of earth tone colors for all projects constructed within the Redevelopment Area. Response to Agency Concerns Staff has reviewed the Town Center Redevelopment Plan. No specific mention is made to the'type of materials colors to be used within the area, only that the design is subject to Agency review. Additionally, Sepcific Plan No. 4 which contains the standards for development on the subject site was reviewed. As with the Redevelopment Plan, Specific Plan No. 4 does not require any particular building materials or colors. Possibly the Agency's understanding that projects within the Redevelopment Area as a whole are obligated to use certain materials or colors results from the fact that projects which are to be developed within the area regulated by Specific Plan No. 1 {El Camino Real) have such standards. Projects in the downtown area may only be approved upon a finding that "proposed developments are compatible with and complimentary to the village motif. Renovation of existing Victorian and western style buildings and construction of others of similar style and compatible Spanish motif are encouraged." Specific Plan No. 1 lies within the Town Center Redevelopment Agency. Recommendation Receive and file. As submitted, the colors called for on the revised building elevations are not in violation of provisions in the Town Center Redevelopment Plan or Specific Plan No. 4. Letters of approval will' be forwarded to the applicant and building permits will be issued upon completion of structural plan check. Assistant Planner k~ JSD:jh J
