At the Tustin City Council meeting of June 20, 1983, Council directed staff to
conduct observations of the O.C.T.D. traffic on First Street between Centennial
Way and Newport Avenue. The Explorer Scouts conducted these observations from
June 27th through July 2nd, 1983. 'Staff completed the analysis of these
observations and prepared a report for the July 18th Council meeting.
During this same period of time, O.C.T.D. was proposing extensive changes to their
routes and schedules in this area. These changes were to be implemented in
.September of 1983. In July, staff recommendation, predicated on the proposed
routing/scheduling changes, was for Council to defer action until' the O;C.T.D.
changes were implemented.
Council deferred action in July instructing staff to cOnduct further observations
in November of 1983. Due to road construction in this area, observations were
delayed until late December.
The Explorer's conducted a series of observations in this area from December 26th
through December 30th, 1983. Again, staff thanks the Scouts for their assistance
and compliments their efforts. Of the five days of observations, only three days,
Tuesday, Wednesday and Thursday, will be analyzed. Monday is being eliminated as
it was the legal observation of Christmas; thus, an O.C.T.D. holiday schedule was
utilized. Friday is being eliminated as observations were concluded at 2:55 p.m.,
therefore, a truly representative comparison could not be drawn. It should be
noted that the observations conducted between 7:00 a.m. and 2:55 p.m. on Friday,
December 30th, are consistant with observations conducted on Tuesday, Wednesday
and Thursday for the same time period.
SUMMARY OF OBSERVATIONS:
l. In July, the number of buses on First Street ranged from 163 to 150 per day; in
December the number of buses ranged from 109 to 106 per day. (Appendix "A")
2. In July, only thirty-five percent of the buses passed through; in December,
forty-five percent passed through. (Lesser than one (1) minute inclusive of
three (3) minutes equals pass through; four (4) minutes inclusive of fifteen
(15) minutes equals layover; sixteen (16) minutes plus equals break/meal
period). (Appendix "B,')

In July, violations of parking in safety/clear zones ranged from fort~-three
(43) occurances per day to four (4) occurances per day; in December, there was
a total of eleven (11) violations, eight (8) of which were pass through only.
NOTE: A week prior to observations City staff repainted red curbs and pavement
markings so that safety/clear zones were visibly delineated. (Appendix "C")
July observations indicate a maximum of nine (9) buses "standing" at any one
time; December observations indicate a maximum of four (4) buses "standing" at
any one time.
In July, it was observed, but not noted - that buses occasionally stopped in
the #2 travel lane thus blocking through traffic; there was no report of this
occuring during the December observation.
Attached, for Council's convenience, is a copy of the July staff report and
analysis.

RECOMMENDATION:
It is recommended that Council'defer further action until OCTD schedule changes
are implemented in September 1983. At that time, further observations could be
conducted to analyze impacts, if Council desires. It is further recommended that
the Police Department continue to strictly monitor and ticket those violating
parking code restrictions in the safety/clear zones.
BACKGROUND:
At the Council meeting of June 20, 1983, Council directed staff to conduct
observations of OCTD. traffic on First Street between Centennial Way and Newport
.Avenue.. These observations were completeU by Explorer Scouts between Monday, June
27th and Saturday, July 2nd. The Explorers must be commended for a very good
overall job.
Each day during the aforementioned period, observations were conducted between
7:00 a.m. and 7:00 p.m. except Friday, July 1st. Due to the illness of one of the
Scouts, observations on Friday were from 1:15 p.m. to 7:00 p.m. only. Data
collected on Wednesday, June 29th, between 7:00 a.m. and l:O0 p.m. is excluded in
the summary of observations due to what appears to be errors in some of the
timings.
The subsequent section of this report will summarize the results of the observa-
tions. For further detail, the appendix provides a total recap of the field
survey.
Staff met with OCTD representatives to discuss existing conditions on First Street
and the impacts of the September schedule changes. These changes should result in
an approximate 50 per cent reduction of bus layovers (graphic illustrations
attached). A District representative will be at the July 18th meeting.to answer
any questions Council might have.
SUMMARY OF OBSERVATIONS:
The number of buses on First Street ranged from 163 to 150 per day - average,
156.6 per day. NOTE: Observations for Wednesday, June 29; Friday, July 1;
Saturday, July 2 were deleted (Appendix A).
Thirty-five per cent of the buses pass thru only. Average layover (not for
driver break or meal period) eight minutes (Appendix B). NOTE: Less than 1
minute thru 3 minutes = pass thru; four minutes thru 15 minutes = layover;
sixteen minutes plus = break/meal period.

Violations of parking in the safety/clear zones ranged from 43 occurances per
day to four occurances per day. NOTE: It appears that the number of buses
parking in the safety/clear zone decreased significantly once drivers were
aware that they were being observed. OCTD representatives have been advised
of the situation (Appendix C).
4. Observations indicate a maximum of nine buses "standing" at any one time.
5. Observed, but not' noted - buses occassionally stopping in the #2 traffic lane
and blocking thru traffic.
Staff conducted a separate field survey to determine any vacant land parcels
within a three mile radius of Larwin Square that might be used for bus layovers.
Thirty-two sites were located. Appendix D lists the sites in one, two, and three
mile radii. Some sites would require improvements such as driveway installation,
widening of existing driveway, or paving.
