Status Report Regarding Winsdor Garden Apartments
Discussion
Construction has again commenced at the Windsor Garden Apartments, 1651 Mitchell
Avenue toward conversion of the apartments into condominiums. A change in
contractors by Cai-State Associates, Inc. appears to have occurred which has
· also resulted in favorable correction of many problems. The parking area along
the Mitchell Avenue frontage has recently been concreted providing a small
quantity'of off-street parking for the tenants. The main emphasis of
construction has been toward completion of the garage structures along the
sub-grade drive aisle. No additional work, however, has been completed on the
underground parking structure which would greatly relieve on-street parking
congestion along Mitchell Avenue. On a positive note, some of the laundry rooms
are either operational or close to it. -
The remaining problem concerning this project which has not been corrected is
the renewal of a building permit for conversion of the residential units into
condominiums. This permit expired last fall at which time staff discovered the
New Development Tax had also not been paid. Therefore, to proceed, Cai-State
Associates, Inc. must renew this permit by paying the building permit fee of
$1,235.25 and New Development Tax of $31,500.00. Staff will closely monitor
this project and advise Cai-State Associates, Inc. that construction may not
commence on any residential units without issuance of the subject permit.
