At a previous City Council meeting in December, 1981, two public concerns were made regarding the timing of the pedestrian phase across Newport Ave. at Bryan Ave. and the north-south vehicular phase across Seventeenth St. at Yorba St.- Enderle Center Dr. NEWPCRT AVENUE AT BR~AN AVENUE The pedestrian phase across Newport Avenue is presently timed for 28 seconds. This 28 seconds consists of 8 seconds of green walk time and 20 seconds of flashing red "Don't Walk". In addition, there is 3.5 seconds of amber time on the east-west Bryan Ave. phase. The width of Newport Avenue is 84 feet curb to curb. However, in the vicinity of the crosswalks at the curb returns, the width is 94 feet. The normal walking rate of the average individual is 4 feet ~er second and would require about 23.5 seconds to clear the roadway width of Newport Ave. The present timing (28 seconds) requires an individual to walk at the rate of 3.4 feet per second to clear the roadway if the full 28 seconds is utilized. Adequate time for an individual in a walker to cross Newport Ave. might range from 50 seconds to 80 seconds or longer. It would be very difficult to select a time to cover all individuals utilizing walkers, canes, etc. Any time added to the pedestrian phases of either Newport or Bryan Avenues would diminish the ~nount of green time for either street and would start to impact the traffic flows. Any change of pedestrian timing at this traffic signal could possibly require a change at other intersections if it ware so requested. This type of change could have a negative i~pact on traffic flows on streets, such as Red Hill Ave., Irvine Blvd. and Seventeenth St. Staff would rec~,uL~nd no change of the timing of the pedestrian phase of this signal. The traffic signal at this intersection is a fully traffic actuated system with the right of way resting on Seventeenth St. Under the present operation, the green phase for Yorba St. - Enderle Center Dr. will termiDmte 2 seconds after the last vehicular actuation. Yorba St. - Enderle Center will have a green phase of 6 seconds minimum unless another call is received frc~ additional vehicles actuating the detector loops. In the event any additional calls are received, the green phase will extend to a maximum of 23 seconds. TRAFFIC SIGNAL TIMING AT NE~PCRT/BR~AN AND SEVENT~:ENTH/YCRBA - ~qDERLE CS~I',:R DR. DECEMBER 3 0, 19 81 PAGE TWO Traffic volumes carried on Seventeenth Street are approximately five times the amount carried on Yorba St. - Enderle Center Drive. On this basis, it is felt the Seventeenth Street phase must be favored with respect to time to provide the best available traffic flows. The intersection was reviewed twice a day for five days and was found to be working adequately. All traffic within the loop detection areas was clearing the intersection during both peak hour and off peak hour periods. Staff would recommend no ~hange of signal timing at this intersection.
