~ATION:
That the Tustin City Council, at their meeting of January 18, 1982, pass and adopt
the attached resolution and authorize recommendation to the Redevelopment Agency
for the transfer of funds in the amount of ~20,000 frcml the E1 C-mluo Real Street
Improvement project to Segment '~" of the Underground Utility District No. 6
project.
BAOOSROUND:
Plans have been completed by the Southern California Edison Company for the
undergroundlng of utilities along Irvtne Blvd. between Yorba St. and Holt Ave.,
and on the e~sterly side of Yorba St. from Irvlne Blvd. to a point approximately
240 feet southerly.
This project is being divided into two segments for funding purposes. Segment "A"
which includes the easterly side of Yorba St. and Irvine Blvd. between Yorba St.
and Prospect Ave. will be funded under Edison Co. Rule 20A procedures. Segment
'~" includes that portion of Irvine Blvd. between Prospect Ave. and Holt Ave. and
will be funded under Edison Co. Rule 20B procedures. Rule 20A provides for the
total undergrounding of existing overhead facilities with the total cost being
borne by the Edison Co. except for private property conversions and additional
installations such as street lights. Rule 20B provides for the local agency to
bear the cost of all conduit and structures for undergrounding, plus the
difference in cost for cabling the proposed underground system and a new overhead
system.

The City and Redevelopment Agency has budgeted funds as follows for this project:

Those figures reflect a surplus of $38,250.00 of General Fund monies and a
shortage of $219,998.00 of Redevelopment Agency monies. It appears that not all
of the 1981-82 budgeted funds for the E1 Camino Real Street Improvement project
will be expended during the current fiscal year and that the funding shortage for
the Segment '~" could be corrected by a transfer of funds between both projects.
Additional funds could then be rebudgeted during 1982-83 for the E1 Camino Real
project. In the event there is a shortage of revenuos during the '82-'83 fiscal
year, the scheduled undergrounding project for that year could be delayed.
Two poles within the vicinity of the Prospect Avenue/Irvine Blvd. intersection
will be required to re~ain in place until such time the Prospect Avenue
underground project is completed. This course of action will save several
thousands of dollars on this project and will e]i.~nate double undergrounding work
when the Prospect project is initiated. Those poles are located on the
southeasterly corner of the intersection with one on the Irvine Blvd. frontage and
the other on the Prospect Ave. frontage.
This proposed underground utility district will not require any private property
service conversions.
The attached resolution sets the time and place of a public hearing to consider
the designation and adoption of Underground District No. 6 requiring the removal
of poles, overhead wires and associated overhead structures with the area of the
City of Tustin located on Irvine Blvd. between Yorba St. and Holt Ave., and Yorba
St. between Irvine Blvd. and a point 240i feet southerly of Irvine Blvd.

WH~LEAS, Ordinance No. 411 of the City of Tustin authorizes the City
Council from ttm~ to ti.~. to call public hearings to ascertain whether the
public necessity, health, safety or welfare require the r~mnval of poles,
overhead wires and associated overhead structures within certain designated
areas of the City .n~ to consider the underground installation of the
aforementioned appurtenances for supplying electric, c~Qnication, or
stwd lar sssociated services to the residents of the City of Tustin, and
WNR~_AS, by the aforementioned Ordinance No. 411, the City Clerk is
required to notify all affected property uw.ers, if any, as shu~, on the last
equalized ~nt roll and also to notify all concerned utilities by
of the time and place of hearings to determine whether to form an underground
utility district, ~-d
WH~., said notice is required to be given to the aforementioned
property owners and concerned utilities at least ten (10) days prior to the
date of the public hearing, and
WH~MEAS, the City Council b.-~ detex~ined that a public hearing should be
set on February 15, 1989., at the hour of 7:30 PN in the City Council Cbnmhers
at 300 Centennial Way in the City of Tustin.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that said Council hereby sets Monday, February 15, 1989., at 7:30 PM in the
City Council Cb.tubers at 300 Centennial Way in the City of Tustin,
California, as the tim. and place for a public hearing to ascertain whether
the public necessity, health, safety or welfare require the removal of poles,
overhead wires s~d associated overhead structures and the establisb.~ut of an
underground utility district within the area of the City of Tustin generally
located on Irvine Boulevard between Yorba Street and Holt Avenue and ¥orba
