CONSULTANT SELECTION COLUMBUS TUSTIN PARK & MULTIPURPOSE FACILITY
(PROGRAM DEVELOPMENT AND SITE PLAN)
RECOMMENDATIONS:
To select the firm of Recreation Systems, Incorporated, to provide the
professional design services for the preparation of improvement plans
for Columbus Tustin Park and Multipurpose Recreation Facility.
To direct staff and City Attorney to draft subject agreement with Recreation
Systems, Incorporated, pursuant to their proposal submitted December 7,
1981.
3. To authorize Mayor and City Clerk to execute said agreement.
BACKGROUND:
The Community Services Department solicited proposals from more than twenty
firms in November; eleven firms responded in December with proposals. During
December, the eleven proposals were screened by staff, and the five highest-
ranked were interviewed. The panel consisted of the Public Works Director,
Community Development Director, and Conmunity Services Director.
The five firms interviewed are all high quality organizations who are capable
of doing an excellent job. Firms were rated on the following: scope of
work comprehension, professional background and experience, history of land-
scape architect and building architect working together on similar public
projects, concern for maintenance and operations costs, knowledge of site,
concern for financial limitations, creativeness, practicality, and ability
to deal with public input effectively. A comprehensive review of each firm's
"track record" was also included in the screening.
The Request for Proposal was divided into two phases. Phase One is the
essential Program Development Phase and includes: public input and meetings;
consideration of several development alternatives; concept studies; space
requirements; conceptual building floor plans, site plans, and eventual
schematic plans; cost estimates; and phasing recommendations. Phase Two is
normally a function of construction costs and will be negotiated at a later
date. The fees listed below are for Phase One.

The combined staff evaluation for the five consultants are listed below in
rank order.

Recreation Systems has indicated it can complete Phase One within eight weeks
of the agreement to proceed. Time table and fees for Phase Two will be
negotiated in the latter part of Phase One.
