The City of Tustin is acting ss the lead agency for both the City of Irvine and Tustin on this project which consists of realiguing and/or widening Monlton Parkway/Irvine Center Drive between Culver Drive and Red Hill Ave., and the construction of Myford Road between ~{oulton Pa~y and the A.T. & S.F. Railroad. We have elected to proceed with the process of selecting a consultant due to the extensive tt~ required to cc~plete the process under Federal regulations/guidelines, usually 4-6 months. An additional roadblock to this project is the Environmental Protection Agency, (E.P.A.) sanction on the project. Currently, we have applied for a waiver to this sanction and are awaiting final approval or disapproval. In the event the waiver is denied, the consultant selection process will be aborted. The Irvine Cc~pany has offered to dedicate all required right of way for the project at no cost to either city, if a construction contract can be awarded prior to July 1, 1983. Consequently, we are proceeding with the consultant selection process prior to obtaining final Federal approval of the waiver. Attached is a draft copy of the R.F.P. letter for your information. BOB 1' ,ED]~TDEC'Kg~ D:]:RgCTOR OF :P~I'C db Attachment January 5, 1982 Gentlemen: The City of Tustin, acting as lead agency for the Cities of Irvine and Tustin, invites your proposal to provide services for the design of roadway realignment and improvements, drainage facilities and bridge structures along Moulton Parkway/Irvine Center Drive between Culver Drive and Red Hill Avenue and along Myford Road between the realigned Moulton Parkway and the northerly right of way line of the A.T. & S.F. Railroad. This is a Federal Aid Urban (F.A.U.) project and will be required to conform to all Federal and State of California requirements related to an F.A.U. project. This project is currently under the Environmental Protection Agency's (E.P.A.) Sanction as a growth inducing project, but a waiver to this sanction has been applied for and is currently being considered by both Caltrans and the Federal Highway Works Administration (F.H.W.A.). We are procccding with the solicitation of proposals and processing of the consultants agreement to helpmeet the accelerated scheduling of this project. This scheduling will be outlined in the later portion of this request for proposal. The scope of work for this project will include street improvements along Moulton Parkway consisting of the construction of four lanes of new pavement within the realigned portion of the project, road widening to four lanes along the remaining portion of Moulton Parkway, a bridge structure spanning Peter's Canyon Wash (Facility F06), County Flood Control Facility Fl0 and other miscellaneous drainage facilities, and traffic signal design at the intersection of Harvard Ave. The improvements along Myford Road will consist of ultimate improvements for a major arterial highway and a bridge structure spanning the A.T. & S.F. Railroad right of way. The requested services for this proposal will include, but not be limited to, the following: 1. Technical and engineering requirements necessary to prepare plans, specifications and estimate. 2. Preparation of a cost estimate for work within each city, as well as one total project cost estimate. e Calculation of a precise alignment for both Moulton Parkway/Irvine Center Drive and Myford Road. The Myford Road precise alignment will extend frcm the realigned portion of Moulton Parkway to the Santa Ana (I-5) Freeway. Moulton Parkway/Irvine Center Drive Realigr~nent January 5, 1982 Page Two 4. Structural calculations for all bridge and reinforced concrete box culvert structures. Be Preparation of hydrology/hydraulic calculations for all drainage facilities that are not available frc~n the Orange County Flood Control District. 6. All necessary topographical surveying services. 7. Ail required soils investigations required for structure foundation design and asphaltic concrete pavement design. Preparation of plans with ink on linen or mylar drafted at a scale of 1 "--40' or larger as required by detail drawings. Plans should include cross-sections along the entire roadway excavation limits of eaoh roadway at 50 foot intervals. An erosion control plan will be prepared by the ~ontractor. The specifications will include a section in the special provisions stating that the contractor has this obligation. 10. Preparation of a "Letter of Notification" on City letterhead that will be sent to all affected utility companies during the early stages of plan preparation. This letter should contain the following: a. Project scope of work and time frs~es. b. Request for plan review and location of all utilities within the work area. c. Request for return of plan with utility information shown thereon, including any utility "prior rights". d. Request for any utility relocation where they may conflict with the proposed work. 11. Processing of plans, specifications and estimate with the offices of Caltrans and F.H.W.A. to obtain final project approval. It is requested that the consultant fees be submitted in three segments, "A", "B" and "C". Segment "A" would include the total consultant fees for all work related to improvements along Irvine Center Drive between Culver Drive and the centerline of the existing Harvard Avenue. Segment "B" would include the total consultant fees for all work related to Moulton Parkway between the centerline of existing Harvard Avenue and Red Hill Avenue. Segment "C" would include the total consultant fees for all work related to Myford Road. Attaohed for your information is a draft copy of the consultants agreement which will be submitted to Caltrans and F.H.W.A. for approval. Also attaohed are oopies of the original project maps submitted by each City in their initial 1978 F.A.U. project request. These maps have been revised in red to reflect the hr)st recent Moulton Parkway/Irvine Center Drive Realignment January 5, 1982 Page Three project concept ~hanges. Additionally, the alignment of the Myford Road extension northerly will be determined as a part of the consultant's service for this project. The scheduling for this project is critical in that a construction contract must be awarded no later than Mard~ 1, 1983. Therefore, it is requested that your proposal be submitted to the City of Tustin, Engineering Division no later than February 12, 1982. Following is a tentative project schedule: .
