BACKGROUND & DISCUSSION
The subject map is a one (1) lot subdivision consisting of 0.23 acres and
is located on the westerly side of Red Hill Avenue between Walnut and
Mitchell Avenues. This property is being subdivided by the Wellington
Group for condominium purposes into five (5) units.
No street improvements exist along the Red Hill frontage. Construction of
these improvements will be required to primary arterial highway standards.
The City currently has a storm drain project planned in the 1982-83 fiscal
year along the westerly side of Red Hill Ave. which includes the frontage
across this proposed development. If the storm drain project is not com-
pleted prior to the condominium development, perhaps the portion of drain
across the frontage of the development could be installed with the tract
development.
This project will require dedication of street right-of-way along the Red
Hill frontage consisting of a strip of land seventeen {17) feet in width
and an irrevocable offer of dedication for an additional ten (10) foot wide
strip of land along Red Hill Avenue. This would then conform with the
present County of Orange A.H.F.P. right-of-way reservation requirements.
These items have all been shown and acknowledged on the tentative map.
A Use Permit (82-1) has been applied for to convert the proposed building
into condominiums (office). The map is in conformace with the Tustin Area
General Plan.
All of the conditions of approval are listed in Resolution No. 2018.
RECOMMENDED ACTION
If Use Permit 82-1 is approved, then it would be appropriate to recommend
approval of this Tentative Tract Map 11746 to the City Council by the
adoption of Resolution No. 2018.

A RESOLUTION OF THE PLANNING AGENCY OF
THE CITY OF TUSTIN, RECOMMENDING APPROVAL
OF TENTATIVE TRACT NO. 11746
4 The Planning Agency of the City of Tustin does hereby resolve as
follows:

I. The Planning Agency finds and determines as follows:

A. That Tentative Tract Map No. 11746 was submitted
to the Planning Agency pursuant to Ordinance No. 847
by Engineers, Inc., on behalf of the Wellinton Group
to create a one lot subdivision for proposed condo-
miniums on part of Lot 47 in Block 11 of Irvine Sub-
division as per map recorded in Book 1, page 88 of
miscellaneous maps of Orange County. (14351 Red Hill
Avenue.)
B. That the proposed map is categorically exempt from
requirements of the California Environmental Quality
Act.
C. That the proposed division is in conformance with the
Tustin Area General Plan.
II.
The Planning Agency hereby recommends to the City
Council approval of Tentative Tract Map No. 11746 sub-
ject to the following conditions:
Annexation of subject parcel to the Orange County
Street Lighting and Maintenance District No. 6.
Proof of submission of application papers must be
furnished the City prior to approval of final map by
the City.
2. Installation of street improvements consisting of
but not limited to the following:
a. Curb and gutter
b. Sidewalk
c. Drive apron
d. Street paving with striping
e. Marbelite street lights with underground conduit
f. Street trees
g. Underground conduit for CATV
These improvements may be shown on the final site or
grading plan.

3 3. Provision for individual water service/meter and
sanitary sewer service to each condominium unit.

4. Submission of C.C. & R.'s to City Attorney for
5 review and approval and recordation of same con-
currently with the final tract map.

5. Payment of Orange County Sanitation District fees
7 in the amount of $250.00 (based upon office type
development).

6. Payment of East Orange Water District fees.
