That the Tustin Cu,,,~nity Redevelopment Agency authorize the transfer of funds in
the smount of $220,000.00 frcm the E1 C~ino Real Street Improvement project to
Segment "B" of the Irvine Blvd. Underground Utility District No. 6 project.
BACKGRCUhI):
On January 18, 1982, the Tustin City Council passed and adopted Resolution No.
82-8, which sets a time and place for a public hearing on the subject underground
district and approved an action to recommend to the Tustin C~,m~mity Redevelopment
Agency (RDA) a transfer of funds in the amount of $220,000 from the E1 Camino Real
Street Improvement project to Segment "B" of the Underground Utility District No.
6 project. Segn~nt "B" is that portion of the project between Prospect Ave. and
Holt Ave. that is being funded by RDA monies.
DISCUSSIC[~:
Currently, the RDA has budgeted during the 1981-82 fiscal year $140,000.00 for
undergrounding of the overhead utilities within Segment "B" of the Irvine Blvd.
p~oject. The preliminary estimates from the Edison Co. for Segment "B" is
$360,000.00, resulting in a funding deficit of $220,000.00.
It appears that not all of the 1981-82 budgeted funds for the E1 Camino Real
Street Improvement project will be expended during the current 1981-82 fiscal year
and that the funding deficit for Segment "B" could be corrected by a transfer of
funds from the E1 Camino Real project to the Irvine Blvd. Underground project.
Additional funds could then be rebudgeted during the 1982-83 fiscal year for the
E1 Camino Real project. In the event there is a shortage of revenues during the
'82-'83 fiscal year, the scheduled undergrounding for that year oould be delayed.

At their meeting of January 18, 1982, the City Council of the City of Tustin,
California, passed and adopted Resolution No. 82-8 calling for a public hearing at
7:30 PM on February 15, 1982, to consider the merits of establishing an
underground utility district along Irvine Boulevard between Yorba Street and Holt
Avenue, and more particularly described and shown on Emhibit "A" atta<~hed hereto.
Meetings have been held with the Southern California Edison C~,~any to determine
costs involved. The Pacific Telephone Ccmpany has no overhead facilities within
the proposed underground district. C~,,,~nic~n Cablevision has some overhead
facilities within the district that were recently installed without a permit.
However, per terms of the frand~ise agreement with the City, they will be required
to underground these facilities at no oost to the district. Funding will be
acc~¥,plished by t~o sources. First, the portion of the district (Segment A) along
Irvine Blvd. between- Yorba St. and Prospect Ave. will be funded by Edison Co. Rule
20A funds and second, the remaining portion of the district (Segment B) along
Irvine Blvd. between Prospect Ave. and Holt Ave. will be funded by Tustin
Cu,,,unity Redevelopment Agency funds. A portion of Segment A, street lighting
whic~ is not eligible for Rule 20A funds, will be funded by the City general fund
monies. The estimated cost of the proposed underground work and street lights is
as follows:

There will be no property owner conversion expense as all the existing private
utility service lines are presently underqrounded and/or are ready to accept
underground service.

Initial indications by the Edison Ccmpany are that their work can be ~u,~leted in
13 months.
This district will provide for the removal of all the poles alonq the easterly
side of Yorba Street between Irvine Blvd. and a point 240~ feet southerly and both
sides of Irvine Blvd. be~.~cn Yorba St. and ~olt Ave., except for two poles at the
southeasterly corner of Prospect Ave. and Irvine Blvd. These poles, numbered
1494904E and 1511160E, must remain until a future undergrounding project, Prospect
Ave., is undertaken. This course of action will save several thousands of dollars
on this project and will eliminate double undergroundinq work when the Prospect
project is initiated.
