CONSULTANT SELECTION FOR MASTER PLAN OF RECREATION AND PARKS
RECOMMENDATIONS:
To select the firm of The Reynolds Environmental Group to provide the
professional design services for the Master Plan of Recreation and Park
for the City of Tustin.
To direct staff and City Attorney to draft subject agreement with The
Reynolds Environmental Group, pursuant to their proposal submitted December 14,
1981.
3. To authorize Mayor and ,City Clerk to execute said agreement.
BACKGROUND:
Eight firms submitted proposals for a Master Plan of Recreation and Parks. As
Council is aware, this very important project is essential to the future develop-
merit of recreation, parks, and leisure facilities in the City. Of the eight
firms that submitted proposals, five were invited for an interview. Firms were
rated on the following: comprehension of the scope of work as outlined in the
request for the proposal; professional background; experience in doing master
planning of a similar nature; proposed methodology; the specific results
detailed regarding the plan; concern for fiscal impact studies regarding life-
cycle costing, phasing, development and acquisition, and knowledge of private
development potential on public land; knowledge of the City's emphasis and
limitations; creativity; and ability to work with citizen advisory groups. A
comprehensive review of each firm's references was done as part of this process.
Of special concern to staff was the methodology for citizen input and the proposed
methodology and results regarding fiscal impact studies. It is imperative that
the City has a plan which can be used to project future developments and
acquisitions in a realistic manner, including maintenance and operation costs
over the life cycle of each park and recreation facility. Also of special
significance was the firm's ability to work with the Irvine Company and other
consultants regarding the land which will be developed over the next few years.
A third consideration that was important is the firm's ability to look at private
development on public lands and unique ways to fund facilities in these times
of reductions in public funds. Although the firm recommended was. not the low bid,
the price is within budget and staff felt that they will be able to respond more
effectively to the specific areas of staff concern. Reynolds' past clients
have praised them highly for producing a plan that is practical and implementable.
Staff is confident that this firm will produce excellent results, which will be
realistic, creative, and sensitive to the special needs of Tustin.
