BACKGR~: Subject project encu,~asses removal and reconstruction of deteriorating alley pavement as outlined below: PRO3ECT I: PROJECT II: PRO3ECT III: Presently consists of gravel only- will be replaced with all concrete pavement. This is the "U" shaped alley which runs west frcm Centennial Way behind the Post Office, thence south and thence east, adjacent to the north boundary of the civic center to Centennial Way. The portion of this alley behind the Post Office will have a concrete alley center gutter and new asphalt concrete pavement installed. The portion of this alley adjacent to the north boundary of the civic center will have a new concrete alley center gutter installed and the existing pavement will be slurry seal coated. This is the "L" shaped alley which runs south from 3rd St. and thence east to E1 Camino Real. This alley will have a new concrete center gutter and new asphalt concrete pavement installed. The F.Y. 1981-82 RDA budget originally included four alleys to be reconstructed. During the plan preparation process it was determined to delete one of the alleys, that being the alley between "C" St. and E1 Camino Real frc~ 2nd St. to 300'f north, because of the uncertainty as to how this area will develop and because this alley may not be needed. It is intended that pending bid results, staff will recc~nend that funds budgeted for this deleted alley be transferred to the other three projects. Because of the narrc~ confined space of the alleys, it is ve~%; difficult to allow traffic to utilize the alleys while they are under construction. Beacuse of the high residential and business use of Project II & Project III alleys, we have specified that these alleys be constructed in phases so that closures will be limited to very short periods. Consequently, we feel that because of the restrictions imposed, construction costs will be muQh higher than normal. We will provide notification to residents and businesses utilizing these alleys whenever closures are necessary, but I'm sure there will be many cc~plaints received. In other words, we recognize the problem and have set up the plans and specifications in such a manner that u~,~laints will hopefully be kept to a minimum. Plans, specifications and proposal forms to be used for bidding on this project can only be obtained by prospective bidders at the office of the Agency Secretary, Tustin City Hall, 300 Centennial Way, Tustin, California, 92680, upon payment of $10.00 per set, whid~ ~mount shall be non-refundable. 8 Plans and specifications will only be mailed out upon payment of 9 $15.00 per set, which amount shall be non-refundable. 10 11 12 13 14 15 16 17 18 19 20 21 23 24 25 26 27 28 In conformance with Section 37931 of the Government Code, all bids shall be presented under sealed cover on the prOPOSal form provided and accompanied by one of the following forms of bidder's security: a. Cash b. Cashier's check made payable to the Tustin Co~ity Redevelopment Agency. c. Certified check made payable to the Tustin Cc~munity Redevelopment Agency. d. Bidder's bond executed by an accredited surety insurer, made payable to the Tustin C~,~nity Redevelopment Agency. The security shall be in an amount equal to at least ten percent (10%) of the amount of the bid. A bid shall not be considered unless one of the forms of bidder's security is enclosed therewith. A Security Bond for payment of labor and materials will be required in the amount of fifty percent (50%) of the estimated total contract price and a Faithful Performance Bond in the amount of one hundred percent (100%) of the estimated total contract price in the form attached to the contract documents. Said bonds shall be issued by a Surety Ccmpany rated Grade A or better and Class IX or better by the latest edition of Best's Key Rating Guide. The Tustin Cc~munity Redeveloping=hr Agency reserves the right to reject any or all bids, and/or waive any informality on a bid. No bidder may withdraw his bid for a period of thirty (30) days after the date set for the opening thereof. The contract will be awarded to the lowest qualified bidder. Provisions of the State Contract Act are not applicable, and prospective bidders will not be required to be prequalified. Not less than said prevailing rates shall be paid to workers employed on this public works contract as required by Labor Code Sections 1771 and 1774 of the State of California.
