HomeMy WebLinkAboutCC MINUTES 1956 05 28 MINUTES OF THE REGULAR MEETING OF THE TUSTIN CITY COUNCIL HELD ON MONDAY, MAY 28, 1956, IN THE CITY HALL COUNCILMEN PRESENT: Arthur O. Park, Frank E. Bacon, Jr., W.L. Tadlock - and Lee A. Byrd. COUNCILMEN ABSENT: Jerome C. Kidd, Mayor and City Clerk S.C. Penington. CITY ATTORNEY: C. Arthur Nisson, Jr., was present and acted as Clerk pro tern. MAYOR PRO Councilman Arthur O. Park acted as Mayor pro tem and conducted TEM APP- the meeting. City Attorney Nisson stated that he did not believe OINTED. a Mayor pro tem had been appointed subsequent to the last election, and upon motion made by Tadlock, seconded by Bacon, Arthur O. Park was named to serve as Mayor pro tem. Motion duly carried. Minutes of the regular meeting of May 14, 1956, were read and approved as read. Mr. Seaman of Pacific Outdoor Advertising Company was present to renew his request for a 12 foot by 24 foot outdoor advertising sign to be located in the general vicinity of the intersection of "D" Street and First Street on the north side of First Street. Councilman Tadlock moved denial and motion was lost for want of a second. Councilman Bacon moved, Byrd seconded, that the request be approved under the following conditions: That the sign be set back not less than 40 feet from the center line of First Street; that there be no flashing lights or movement on the sign; that the height of the sign from the ground surface to the bottom of the sign be not less than 10 feet and that the overall height of the sign from ground surface to the top not exceed 240 feet; that the maximum advertising surface be 240 Square feet; that the permit remain good until December 31, 1956. On vote the motion was carried. A. R. Morris was present at the council meeting discussing the possibility of annexing a portion of his property in the vicinity of First and Yorba Streets into the City of Tustin. Tadlock moved, Bacon seconded, authorizing a letter approving the placing of street lights on Orangewood Street in the Tustin Lighting District, and the Street Superintendent was directed to carry forward the action to the Lighting District in connection with the City Engineer. The motion was carried. City Engineer McBride requested authorization to employ the County road crew and equipment for street maintenance within the City of Tustin on Saturdays and other off days when such crew and equipment would be worked; that said employees would be picked up on the city payroll and the city would be billed for rental equipment by the county. Tadlock moved approval, Byrd seconded, motion duly carried. City Engineer McBride reported on the numbering and stated that county numbers would be used to avoid confusion in loaning agencies in certain of the newly annexed areas. ORDINANCE Bacon moved, Byrd seconded, that Ordinance No. 101 be read for its #101 second reading by title only. On roll call vote all voted Aye. ADOPTED Ordinance No. 101, "An Ordinance of the City of Tustin, California Accepting and Approving "Claus Annexation to Tustln" was read by title only whereupon Bacon moved that Ordinance No. 101 be approved and adopted. Tadlock seconded, and on roll call vote all members voted Aye, and the Ordinance was duly enacted. 23'4 SALARY SET Tadlock moved, Byrd seconded, to authorize the City Building FOR CITY inspector to establish regu~a~ hours in the morning at the BUILDING City Hall to perform his city duties at a salary of $50.00 INSPECTOR per month in addition to his .inspection fees, this to con- tinue at the pleasure of the Council. Motion was duly carried. Bacon moved, Byrd seconded, that S. C. Penington be granted a leave of absence. from June l, 1956 until such time as he gained his health back and applied to the City Council to terminate said leave of absence. Motion was carried. Bacon moved to pay the bills. Tadlock seconded, and the motion duly carried to pay the bills presented. Meeting was duly .ad Journed. Jerome C. Kidd Mayor S.C. Penington City Clerk C.
