TUSTIN TODAY AGREEMENT
RECOMMENDATION:
To authorize staff to execute agreement with Shorco Publishing, Incorporated,
whereby Shorco would accept financial responsibility for design, layout, type-
setting, and printing of quarterly brochure in exchange for advertising revenue.
FISCAL IMPACT:
This agreement will save $10,500 per year in direct costs, while relieving staff
of design and layout responsibilities, and upgrading the quality of the brochure.
BACKGROUND AND DISCUSSION:
The Community Services Department is producing and distributing the quarterly
brochure, Tustin Today, which is mailed to all Tustin residents four times per
year. The annual cost of this publication is approximately $16,500; however this
does not reflect the considerable staff time required for the book's production.
In order to defray this cost, staff has entered negotiations with Shorco
Publishing. Shorco and staff have come to an agreement, and staff is very positive
about the potential for saving real dollars in today's context of fiscal restraints.
In summary, Shorco will complete the entire brochure for the Community Services
Department as follows:
1. Design the brochure and cover using creative artwork.
2. Typeset all material.
3. Upgrade the publication with the addition of professional-quality
graphics and a second color.
4. Solicit all advertising.
Shorco will pay all costs involved in the above and in return will retain all
advertising revenue. The Community Services Department will have final approval
for all contents of the publication. The brochures will contain a disclaimer:
"Businesses or entities referenced in the publication, through advertising
or otherwise, do not constitute an endorsement of such business or entity
by the City."
In addition, the following conditions would be placed in the agreement:
1. There will be no political, pornographic, or scandalous advertisements
contained in the brochure; it will be family-oriented; and,

2. The advertising space will be limited not to exceed 50% of the printed
copy in any issue.
The Community Services Department would be responsible for providing City copy only;
and as was mentioned earlier, the Community Services Department would have final
approval of all advertising, program copy, and layout as assured by a brownline
proof which would be initialed by the staff before printing.
SUMMARY:
Shorco is successfully producing brochures under similar agreements with Newport
Beach, Costa Mesa, Huntington Beach, Cypress, Saddleback Valley School District,
and Anaheim. Staff has contacted these agencies and each is extremely pleased
with the quality of the book that Shorco has produced for them, the direct-dollar
savings, the content of the advertising, and the integrity and reliability of the
Shorco business. Staff is extremely pleased to be able to present this opportunity
and urges Council to act favorably on it.
