After cozt~pletion of the subject public hearing for Underground Utility District
No. 6 and if the City Council desires to establish said district, it is
reccmmended that the attached resolution be .passed and adopted on February 16,
1982. (Resolution will follow in supplemental packet.)
BACKGROUND:
On January 18, 1982, the City Council passed and adopted Resolution No. 82-8,
which was ~mended later by Resolution No. 82-11, which set the time and place for
a public hearing on Underground utility District No. 6. This hearing has been set
for 7:30 PM on Tuesday, February 16, 1982 at the City Council Chambers.
This underground district includes an area along both sides of Irvine Blvd.
between Yorba St. and Holt Ave. The district is being funded frc~ two sources and
is outlined in the City Engineer's report, a copy of which is attached.
Under a separate action on February 1, 1982, the Tustin Cu,~nity Redevelopment
Agency authorized a transfer of 1981-82 funding in the amount of $220,000 from the
E1 C~ino Real improvement project to Segment B of the subject project.
DISCUSSION:
The next required action for this project is that the City Council hold a public
hearing, on the subject project as scheduled. This hearing will provide all
interested persons the opportunity to be heard. Upon receipt of all testimony and
at the close of said hearing, the City Council shall take an action to either pass
and adopt the attached resolution or take no action on the matter. The passage
and adoption of said resolution will establish Underground Utility District No. 6.

At their m~uting of January 18, 1982, the City Council of the City of Tust. in,
California, passed and adopted Resolution No. 82-8 calling for a p~b. lic hearing at
7:30 PM on February 15, 1982, to consider the w~rits of 'establishing an
underground utility district along I~-~ine Bcu!evard .between Yorba Street and Holt
Avenue, and more particularly described and sh~n on Exhibit "A" attad~ed hereto.
Meetings have been held with the Southern Califom~ia Edison Company to determine
costs involved. T"ne Pacific Telephone Cu,~any has no overhead facilitie~ within
the ~oroposed underground district. Cu~,,~uniccm Cablevision has some overhead
facilities within the district t~hat w~re rPcently installed without a-permit.
However, ~r terms of the franchise agreement with the City, they will be required
to underground these facilities at no cost to tine district. Funding will be
accc~,plished by ~o sources. First, the ?ortion of the district (Segment A) along
Irvine Blvd. between Yorba St. and Prospect Ave. will be f'unded by Edison Co. Rule
20A funds and second, the remaining portion of the district (Segment B) along
Irvine Blvd. be~;een Prospect Ave. and Holt Ave. will ~ funded by Tustin
''~.~%unity Redevelopment Agent_! funds. A portion of Segment A, street lighting
.~,ich is not eligible for Rule 20A funds, will be funded by the City general fund

There will be no property owner conversion expense as all the existing urivate
utility service lines are presently undergrounded and/or are ready to accept
underground service.

Initial indications by. the Edison Cu,.~any are that their work cmn be u-~.~leted in
13 months.
This district will ~rovi'de for the r~moval of all the pDles alon~ the easterly
side of Yorba Street between Irvine Blvd. and a ~oint 240~ feet southerly and both
sides of Irvine Blvd. between Yorba St. and Molt Ave., except for ~ poles at the
southeasterly corner of Prospect Ave. and Irvine Blvd. ~hese pole~, numbered
1494904E and 1511160E, must remain until a future undergrcunding project, Prospect
Ave., is undertaken. This course of action will save several thousands of dollars
on this project and will elimio~te double undergroundinq work when the Prospect
project is initiated.
