BACKGROUND: Subject project consists of a traffic signal installation at the intersection of E1 C~mino Real and Sixth Street. This project was added to the Fiscal Year 1981-82 ~ Budget as a result of the closure of "C" Street bet%=cn Sixth and Main Streets. RDA 8 2- 3 A RESOLUTION OF THE TUSTIN CO~9~UNITY REDEVELOPM~gT ~ENCY OF THE CITY OF ~3STIN, CALIFO~IA, APPROVING PLANS SPECIFICATIONS FOR TRAFFIC SIGNAL IMPROVEMf~VI~ AT THE INTERSECTION OF EL CAMINO REAL AND SIXTH ~.~EET 6 7 8 9 10 11 12 13 14 WHEREAS, it is the intention of the Redevelopment Agency of the City of Tustin, California to construct certain traffic signal improvements, and; ~{EREAS, the City Engineer has presented plans and specifications for the construction of said work; NOW THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer be and are hereby approved as the plans and specifications for: TRAFFIC SIGNAL IMPROVf~4ENTS EL CAMINO REAL A~D SIXTH STREET BE IT FURS~ER RESOLVED that the Secretary is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or 15 proposals for the doing_ of the ~ork specified in the aforesaid plans and specifications which said advertisement shall be substantially in the 16 following words and figures to-wit: 17 "NOTICE TO GONTRACTORS" 18 SEALED PROPOSALS will be received at the office of the Tustin CuL,,,unity Redevelopment Agency Secretary, Tustin City Hall, 300 Centennial 19 Way, Tustin, California, until 9:00 A.M. on the 27th day of April, 1982, at which time they will be publicly opened and read, for performing work as 20 follows: 21 TRAFFIC SIGNAL IMPROVf~4EWi~ EL CAMINO REAL AND SIXTH STREET 22 Bids are required for the entire work described herein: 23 ~ NO. Traffic Signal Improvements at E1 Camino Real and 25 Sixth Street QUANTITY 1 L.S. 26 27 e Remove and Install Traffic Striping and Marking at E1 Camino Real and Sixth Street 1 L.S. 28 A-1 The foregoing quantities are approximate onlY being given as a basis 1 for the comparison of bids, and the Tustin Cc~munity Redevelopment Agency 2 does not, expressly or by implication, agree that the actual 8mount of work will correspond therewith, but reserves the right to increase or 3 decrease the amount of any class or portion of the work or to cmit portions of the work as may be deemed necessary or advisable by the 4 Engineer. Plans, specifications and proposal forms to be used for bidding on this 5 project can only be obtained by prospective bidders at the office of the 6 Agency Secretary, Tustin City Hall, 300 Centennial Way, Tustin, California, 92680, upon payment of $10.00 per set, which amount shall be ? non-refundable. 8 9 10 11 12 13 14 15 16 Plans and specifications will only be mailed out upon payment of $15.00 per set, which 8mount shall be non-refundable. In conformance with Section 37931 of the Government Code, all bids shall be presented under sealed cover on the proposal form provided and accompanied by one of the following forms of bidder's security: a. Cash b. Cashier's cheek made payable to the Tustin Co~m~mity Redevelopment Agency. c. Certified cheek made payable to the Tustin Coca, unity ~deve lopment Agency. d. Bidder's bond executed by an accredited surety insurer, made payable to the Tustin C~,u,,~nity Redevelopment Agency.. The security shall be in an ~m~ount equal to at least~ ten percent (10%) of the amount of the bid. A bid shall not be considered unless one 17 of the forms of bidder's security is enclosed therewith. 18 A Security Bond for payment of labor and materials will be required in the amount of fifty percent (50%) of the estimated total contract price 19 and a Faithful Performance Bond in the ~mount of one hundred percent (100%) of the estimated total contract price in the form attached to the 20 contract documents. Said bonds shall be issued by a Surety Company rated Grade A or better and Class IX or better by the latest edition of Best's 21 Key Rating Guide. 22 23 24 25 26 The Tustin Cu,m'~nity Redevelopment Agency reserves the right to reject any or all bids, and/or waive any informality on a bid. No bidder may withdraw his bid for a period of thirty (30) days after the date set for the opening thereof. The contract will be awarded to the lowest qualified bidder. Provisions of the State Contract Act are not applicable, and prospective bidders will not be required to be prequalified. 27 Allwork robed One under the direct supervision of the City Engineer, City of Tustin. 28 All work to bepaid for at the unit prices bid frcm appropriated monies. A-2 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 2O 21 22 23 24 25 26 27 28 The Tustin Cure-.unity Redevelopment Agency has obtained frcm the Director of Industrial Relations the general prevailing rate of per diem wages and the general prevailing rate for legal holiday and overtime w~rk in the locality in whioh the work is to be performed for each craft or type of work needed and a copy of the s~mle is on file in the office of the Agency Secretary. Not less than said prevailing rates shall be paid to workers employed on this public works ~ontract as required by Labor Code Sections 1771 and 1774 of the State of California.
