HomeMy WebLinkAboutCC 7 OPPOSE A.B. 2660 04-05-82 7 8 9 10 11 12 13 14 15 16 17 18 19 2O 21 22 23 24 25 26 27 28 CONSENT CALENDAR No. 7 4-5-82 NO. 82-26 CALI~, EXPRm~SING (~P(~ITIQ~ TO ASS~LY BILL 2660 P~GARD~ ~ GOVERNING BOARD CF ~HE SO3TH COAST AIR QUALITY MANAGEM~ DISTRICT W~FAS, the governing board of the South Coast Air ~uality Management District consists of 10 me~bers, nine of which a~e City Council persons or SUpervisors in the four southland counties of Los Angeles, Orange, San ~ernardino and Riverside, and WHEREAS, City ODuncil representatives are accountable tD the Electorate and the City Selection Committees of the four counties that appoint the~ to serve cr~ the District Board, and W~R~A~, ~ard of Supervisors ~rs are accountable to the Electorate and the other members of each of the Board of Supervisors that appoints them to serve on the District Board, and WHEREAS, this system of locally elected officials directing a local Agency has resulted in the development of a highly respected Air Quality Management program and a governing board which is res[xxmive ~o the area's needs, and WHEREAS, Assembly Bill 2660 introduced by Assembl~oan Mel Levine seeks to usurp this historcal authority of locally elected officials by altering the composition of the District Boaz~ to include four unelected political appointees chosen in Sacramento, thus proposing that accountability to Sacramento is better tb~n accountability to the people of this co.~nity, and ~, this Bill would affect only the South Coast Air Quality Management District - and none of the other more than 40 local Air Pollution Control Districts in California - making this a transparent special interest attempt to w~aken the District's accountability and its Air Quality program; N(~ THE~.~RE, BE IT RES(FuVED, that the City Council of the City of Tustin expresses its strong opposition to Assembly Bill 2660 and urges the members of the legislat%tre to reject this undemocratic proposal. As your city representative on the South Coast Air Quality Management District Board, I am deeply concerned that a fundamental change has been proposed which would alter the composition of the Board and minimize its effectiveness. The attached resolution will acquaint you with the recent attempt to usurp your authority to appoint members to a Board which has reduced air pollution in this Basin by one million pounds per day without damaging the economy. Help us preserve this responsive agenty from political attack. Please send a copy of your resolution to your Orange County delegation in Sacramento, with a copy to me. Sincerely, Don R.
