FAU PROJECT M-M023 (2) CITY FILE NO. 2238 ~TION: It is reccx~nded that the City Council, at their meeting of April 5, 1982, pass and adopt the attached resolution approving the plans and specifications for Irvine Blvd. FAU project M-M023 (2) and directing the City Clerk to advertise for bids. BACKGROt~D: Subject project encompasses modifications to existing signals on Irvine Blvd. at Yorba Street, Prospect Ave., Holt Ave., Old Irvine Blvd. and Red Hill Ave. These modifications will consist of new standards and heads (virtually new installations) with traffic actuation and left turn phasing. In addition, the project includes installation of new traffic signals at the "B" Street and Fashion Lane intersections and interconnection of all the signals between Yorba Street and Red Hill Ave. The project also provides for installation of raised center medians (per master plan previously approved by the City Council ) and heater remix of the existing pavement as well as installation of an asphalt concrete overlay with a rubberized asphalt concrete cap between Prospect Ave. and Newport Avenue. Based on the Engineer's estimate for construction only, the funding split for this project is as follows: FEDERAL $803,598.53 201,018.37 $1,004,616.90' Present and programmed funds budgeted for the City share of this project are as follows: RDA $163,600.00'* TAX 143,500.00 T~rfAL $307,100.00 *Does not include construction engineering. **Includes $130,000.00 programmed for F.Y. Plans, specifications and proposal forms to be used for bidding on this project can only be obtained by prospective bidders at the office of the City Clerk, Tustin City Hall, 300 Centennial Way, Tustin, California, 92680, upon payment of $15.00 per set, which ~mount shall be non-refundable. Plans and specifications will be roiled out upon payment of $25.00 per set, which amount shall be non-refundable. In conformance with Section 37931 of the Government Code, all bids shall be presented under sealed cover on the proposal form provided and accompanied by one of the following forms of bidder's security: a. Cash b. Cashier's che~ made payable to the City of Tustin. c. Certified che~ made payable to the City of ~ustin. d. Bidder's bond executed by an accredited surety insurer, made payable to the City of Tustin. The security shall be in an amount equal to at least ten percent (10%) of the a~ount of the bid. A bid shall not be considered unless one of the forms of bidder's security is enclosed therewith. A-4 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 A Security 8ond for payment of labor and materials will be required in the amount of fifty percent (50%) of the estimated total contract price and a Faithful Performance Bond in the amount of one hundred percent (100%) of the estimated total contract price in the form attached to the contract docummnts. Said bonds shall be issued by a Surety Company rated grade A or better and Class IX or better by the latest edition of Best's Key Rating Guide. City of Tustin reserves the right to reject any or all bids, and/or waive any informality on a bid. No bidder may withdraw his bid for a period of thirty (30) days after the date set for the opening thereof. The contract will be awarded to the lowest qualified bidder. Provisions of the State Contract Act are not applicable, and prospective bidders will not be required to be prequalified. All work to be done under the direct supervision of the City Engineer, City of Tustin. All work to be paid for at the unit prices bid from appropriated monies. Federal Requirements and Federal minimum wages shall apply to this project. Attention is directed to decision No. CA81-5154 of the Secretary of Labor. Not less than said minimum wages shall be paid to workers employed on this project. Federal requirements for this project require that the Contractor shall perform work with his own organization which equals not less than 50 percent of the total contract price. Minimum wage rates for this project as predetermined by the Secretary of Labor are set forth in the special provisions. If there is a difference betL~cn the minimum wage rates predetermined by the Secretary of Labor and the prevailing wage rates determined by the State for similar classifications of labor, the Contractor and his subcontractors shall pay not less than the higher wage rate. Pursuant to Section 1773 of the Labor Code, the general prevailing rate of wages in the county in which the work is to be done has been determined and the Department has listed these wage rates in the Department of Transportation publication entitled ~qu. ipment Rental Rates and General Prevailing Wage Rates, dated February, 1977.
