HomeMy WebLinkAboutCC MINUTES 1955 12 19 MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF TUSTIN HELD ON, THE, 19TH DAY OF. DECEMBER, 1955, AT THE CITY HALL. AT 7:30 P. M. COUNCILMEN PRESENT: Jerome C. Kidd, Arthur O. Park, W. L. Tadlock & Frank E. Bacon, Jr. COUNCILMEN. ABSENT: Lee. Byrd . CITY ATTORNEY:- C. Arthur Nisson, Jr. was present. S. C. Penington, City Clerk, being ill was absent and C. Arthur Nisson, Jr., City Attorney, being present, was asked to act as Secretary pro tem. Minutes of the regular meeting of December 12, 1955, were not read. Correspondence: Letter to Dr. Edward L. Russell, Health Officer for the County of Orange and the City of Tustin, regarding rabies and the quarantine on the County of Orange from the Director of Public Health of the State of California was read and filed. The City Attorney was requested to prepare an Ordi- nance requiring rabies vaccination for all dogs in the City of Tustin in accordance with the proposed Ordinance of the County of Orange requiring the same. On motion of Councilman Park, seconded by Tadlock, the time limit for the completion of the R. J. Noble contract on Project 22 was extended to March 12, 1956, and the City Engineer was requested to alter the plans in accordance with the proposed ,, adjacent development on the West side of the street on "D" Street. Motion was duly carried. Discussion was had concerning the necessity of bringing the Trailer Park Ordinance of the City of Tustin up to date and proposed Ordinance No. 94 was discussed with view to determining its adequacy for the City of Tustin. Upon motion of Tadlock, seconded by Bacon, Ordinance No. 94 was moved to be read by title only. All members voted Aye. Ordinance No. 94 entitled "An Ordinance of the City of Tustin Requiring Permits and Providing Regulations Governing the Construction, Maintenance and Operation of Trailer Parks, and Providing Penalties for the Violation Thereof, and Repealing Ordinance No. 58 and 67 of the City of Tustin and Amending Ordinance No. 87 of the City of Tustin was read by title only. Upon com- pletion of the reading of the title of Ordinance No. 94, Tadlock moved Park seconded, to approve the first reading of Ordinance No. 94. All Councilmen present voted Aye. Discussion was had concerning the necessity of bringing the Uniform Building Code up to date in the City of Tustin and to reclassify fire zones within the City of Tustin. City Attorney presented Ordinance No. 95 and the proposed new fire zones, and after discussion Bacon moved, Park seconded, that Ordinance No. 95 be read by title only. All members voted Aye, whereupon Ordinance No. 95 entitled "An Ordinance of the City of Tustin Regulating the Erection, Construction, Enlargement, Alteration, Repair, Moving, Removal, Demolition, Conversion, Occupancy, Equipment, Use, Height, Area and Maintenance of all Buildings and/or Structures, Sidewalks, Streets and Private Driveway Street Entry in the City of Tustin; Providing for the Issuance of Permits, Collection of Fees Therefor; Providing Penalties for the Violation Thereof; Declaring and Establishing Fire Zones, Repealing Ordinances No. 70 and 77 of the City of Tustin, and all other Ordinances and Parts of the Ordinances in Conflict Therewith" was read. Thereafter Bacon moved, Park seconded, to approve the first reading of Ordinance No. 95. All members voted Aye. Upon the suggestion of'the Council, City Attorney was requested to present an issue upon the ballot at the next call for an election to submit to the voters the proposition of whether or not the City Councilmen should be paid the sum of $25.00 per month. The City Attorney was instructed to draft an Ordinance prescribing the duties of the City Clerk, fixing his duties, sick leave, vacation pay, salary and other matters. Upon motion by Park, seconded by Bacon, and duly carried, the Council authorized the payment of $75.00 to C. Arthur Nisson, Jr. upon his statement submitted in connection with Ordinance No. 94.
