BACKGROUND & DISCUSSION
In August, 1978, Tom Kelly submitted plans to add a living room to his
residential unit at 325 South "C" Street. During the course of the
construction, he decided to change the living room to a beauty salon
without proper permission and permits.
On May 1, 1979, the City signed a contract with Mr. Kelly that the
residential uses be terminated by May 1, 1981. On February 5, 1981, the
Building Official noted several discrepencies and another commercial use
(pipe shop) has been installed.
On March 30, 1981, the Kelly's applied for a one-year extension and on May
4, 1981, the agreement was extended for one year {May 1, 1982).
Construction plans for the required structural work were submitted by Mr.
Kelly on March 30, 1982 with additional electrical improvements to follow.
The first general plan check has been completed and the plans returned to
the designer for correction. A copy of the plan check corrections are
attached for Council information. Upon resubmittal, a detailed review will
be performed by the plan checker.
Due to anticipated length of time to have plans corrected, reviewed,
approved and work commenced, the project will not be completed by the May
1, 1982 deadline of the agreement.
RECOI~ENDED ACTION
It is recommended that the agreement between Mr. Kelly and the City be
extended for a period of 120 days. As planning and construction continue,
the Community Development Director shall provide a written progress report
to the City Council at the second meeting of each month. The Council will
then be able to judge if work is progressing in a satisfactory manner.

City staff has completed a review of the improvement plans for
the building at the subject development. The following comments
are to be addressed on future submittals.
BUILDING
1. Please indicate the building data on the plans as follows:
Occupancy Group or Use - B-2
Type of Construction - Type V-N
The 1-HR exterior walls which are less than 20 feet from the
property lines shall conform to either Chapter 43 or Table
43-8 of UBC or Fire Resistance Design Manual of the Gypsum
Association.
All exterior walls less than 10 feet from the property lines
shall be provided with parapet walls constructed per the
requirements of Section 1709 or UBC or shown equivalent
construction for review and approval of the Building
Department.
FIPJ~
Provide 2A-iOBC fire extinguishers in each suite or on the
exterior within 75 feet of travel distance from any area in
the building.
2. Provide address numerals clearly visible from the street.
Each suite number or letter shall also be posted.

PLANNING
A trash enclosure should be provided. Perhaps one could be
located in the southeast corner of the parking lot.
The six parking spaces should be clearly marked by
re-stripping.
