BACKGROUND: The Public Services Assistant retired effective May 1, 1982. This position is responsible for zoning code enforcement and gathering, maintaining and formating population and other data for the Community Development Department. Prior to the retirement of the Public Services Assistant, it had been decided to place business license enforcement in the Community Development Department, thereby consolidating zoning and business license enforcement which often deal with the same situation. DISCUSSION: It is staff's recommendation that the Public Services Assistant classification be eliminated. In lieu of this classification, the entry level classification of Assistant Planner would be created at a salary savings of $228 per month. While the Assistant Planner would be principally responsible for code enforcement and statistical research, these functions would also be performed by other Community Development staff in a backup capacity. This approach provides greater flexibility in assignment of tasks, backup support and avoids the inherent problems associated with a single specialized classification. Assistant Planner is the standard entry level classification used in most cities. The salary range is based upon the Council approved criteria in establishing salary ranges for City employees. WH:d~
