MOD. 05-17-82DATE: TO: FROM: S UBJ ECT: May 17, 1982 NEW BUSINESS No. 6 5-17-82 Inter -Corn Honorable Mayor & City Council Community Development Department Proposed Modification of Myrtle Street Cul-De-Sac R£COI~4EHDEO ACTION The City Council, by Minute Action, approve the subject conceptual design modification of the Myrtle Street cul-de-sac subject to the following conditions: 1. No on-street parking would be permitted on the cul-de-sac. 2. Any net surplus public property resulting from such a redesign would be sold at public sale in accordance with State law. ¸3. All necessary engineering and legal documents and plans shall be the responsibility of the development proponents and subject to review and approval by the City Engineer and City Attorney respectively. 4. All costs associated with the installation of the modified improvement shall be the responsibility of the development proponents. DISCUSSION A development proposal by Mr. Burrell Magnasson has resulted in a proposal to modify the cul-de-sac design of Myrtle Street, north of First by flipping the "knuckle" and reducing the radius. Exhibit "B" shows the existing cul-de-sac and how it would affect the proposed development. Exhibit "A" submitted by the architects, Lee & Strock, shows the modification and how it would affect the proposed use of the property. The attached letter indicates some of the benefits derived from the modification and Exhibit "C" give preliminary information on a proposed office project developed in accordance with zoning standards. The proposed development is not currently the question as it will be subject to future scrutiny and consideration under a Use Permit. However, the question of modification of the cul-de-sac is crucial to any further pursuit of the matter. The City Engineering Department has reviewed'the conceptual design modification and finds no objection to the proposal subject to the conditions contained within the recommended action. As we discussed, the Myrtle Street cul-de-sac in its existing position does not allow for adequate utilization of the land area adjacent to the freeway (see Exhibit B). After interpreting the concerns of the city, we feel locating the building "parallel" to the freeway creates the greatest frontyard setback and significantly softens the impact on Yorba Street. It also eliminates a potential "alley" situation which would result in locating the building along the northerly property line. As shown in the attached Exhibit A, it is our proposal to "flip" the existing cul-de-sac to allow for more usable land area adjacent to the freeway. After reviewing this plan with Mr. Ledendecker, Director of Public Works, we have reduced the radius of the cul-de-sac to a 32 foot curbface dimension and a 37 foot property line dimension, allowing for a 5 foot public sidewalk adjacent to the curb. The reduction in the cul-de-sac size will create no adverse effect on motorists utilizing the street as the acceptable turning radius for large automobiles is 30 feet. This should benefit the larger Fire Department vehicles which cannot presently maneuver through the cul-de-sac. Lee & Strock Architects Mr. M.
