That the Tustin City Council, at their meeting of May 17, 1982, select the firm of
Larry Seeman and Associates to prepare the focused Environmental Impact Report for
the Newport Avenue Extension for the stipulated fee of $14,065.00 and per the
conditions outlined in their proposal dated May 7, 1982.
BACKG~DUhD:
Staff has solicited a proposal from the firm of Lar~-y Seeman and Associates, Inc.
of Newport Beach for the preparation of a focused Environmental Impact Report
(EIR) for the extension of Newport Avenue. This firm was utilized by the City on
a previous project, Moulton Parkway Realignment and Myford Road Extension, and
performed in a very satisfactory manner.
The following are several issues that will be addressed in the focused EIR:
Traffic Circulation
Public Safety
Acoustics
Relocation
Public Utilities
As outlined in the attached proposal, the consultant's fee for said focused EIR
preparation will be $14,065.00 plus their stipulated hourly rate for any extended
meetings or negotiations with other agencies that my be required.
There are adequate funds budgeted in the current fiscal year for this work.

SUBJECT: PROPOSAL FOR NEWPORT AVENUE EXTENSION EIR
Dear Mr. Brotemarkle:
Thank you for asking LSA to submit this proposal to prepare an Environ-
mental Impact Report for the extension of Newport Avenue. In accordance with
our discussions with you and Bob Ledendecker, we have prepared this scope of
work for a focused EIR. The report will address only those environmental
issues which are most significant to this particular project. We propose to
prepare a preliminary Draft (screencheck), a Draft, and a Final Environmental
Impact Report for the project. The document will be prepared in accordance
with applicable City and State environmental guidelines.
SCOPE OF SERVICES
Below is a list of the issues we believe to be significant, and a brief
summary of the scope of analysis we propose for each topic.
Circulation
Basmaciyan-Darnell, Inc. (BDI) will provide traffic engineering services.
The Circulation section will include a traffic analysis of existing and future
conditions, as well as consideration of the project's conceptual design. The
study prepared by BDI will contribute to the issues of public safety and
alternatives discussed in other sections of the EIR.
Public Safety
Our document will discuss considerations of public safety for vehicular
and pedestrian traffic at the proposed at-grade railway crossing. This analy-
sis will include discussion of the frequency and speed of trains using the
line, vehicular speed, sight distance, etc. Mitigation measures will be pre-
pared if necessary and feasible.

Acoustics
The EIR will discuss existing noise levels along Newport Avenue. The
report will quantify the increase in noise levels resulting from additional
traffic after the extension is completed and analyze potentially adverse
impacts on existing and future residences along Newport Avenue. Appropriate
mitigation measures will be prepared as necessary.
Air Quality
Increased traffic volumes may result in increased pollutant levels in the
immediate area of Newport Avenue. We will analyze the potential for localized
carbon monoxide hot spots occurring along the roadway and creating adverse
conditions for motorists or nearby residents.
Relocation
The EIR will describe impacts that will occur as a result of right-of-way
purchase. Displacement and onsite relocation of at least one business is
anticipated. The document will describe possible means of mitigation such as
relocation assistance.
Public Utilities
Construction of the extension may impact existing utility lines along
Newport Avenue and on Edinger Street. These impacts may be only temporary;
however, the EIR will provide mitigation where necessary to ensure that
impacts are minimal. The Newport Avenue extension will also cross a channel
maintained by the Orange County Flood Control District. The EIR will discuss
any impacts on the channel's hydrology that might result from construction of
the extension.
Alternatives
The EtR will include a project alternatives section describing four
alternatives. Alternatives 1 and 2 will describe the overcrossing and under-
crossing design alternatives at the intersection of Newport Avenue and the
railroad. This discussion will briefly address conceptual engineering schemes
as provided by City staff.
Alternative 3 will discuss impacts of proceeding with the project in con-
junction with replacing the at-grade railway crossing at Red Hill Avenue with
a grade separation design. We will briefly discuss the environmental implica-
tions of this alternative based on conceptual information provided by City

staff. Alternative 4 will be the no-project alternative, which discusses
impacts that would result from making no improvements. The alternatives sec-
tion will enumerate the potential traffic impacts implied by each of the
alternatives, along with impacts associated with each of the other environmen-
tal issues.
Additional Tasks
LSA will assist the City in preparing a revised Initial Study. Based on
the findings of the Initial Study, we may find it necessary to make minor
adjustments to our original assessment of each topic's significance. We will
also prepare the Notice of Preparation and assist the City in its mailing to
responsible and trustee agencies.
LSA will assist the City in consulting with responsible agencies, includ-
ing the PUC, CalTrans, and the Orange County Flood Control District. This
consultation is required by the State CEQA Guidelines and should occur during
preparation of the Draft EIR.
PROJECT TEAM
William Foley, AICP, will serve as principal-in-charge and Ed Almanza
will act as project manager. BDI will prepare the traffic analysis for the
project and each of the alternatives. BDI will also assist in analyzing safe-
ty considerations for traffic at the proposed at-grade railway crossing.
Mestre-Greve Associates will conduct acoustical analysis of the project's
impacts and assist in formulating necessary mitigation. Hans Giroux, associ-
ate meteorologist with LSA, will examine potential air quality impacts.
SCHEDULE
LSA is prepared to proceed with the project immediately upon authoriza-
tion from the City. We anticipate a completion date for the preliminary Draft
(screencheck) EIR to the City of nine weeks after authorization. Following
City staff review of the screencheck, LSA will incorporate comments into the
formal Draft EIR and submit 50 copies to the City within two weeks. LSA will
attend hearings and follow-up meetings as needed. Comments received during
the review period will be promptly addressed in the Response to Comments.
During this period, we will carefully coordinate our study with City staff and
concerned State and County agencies. Responses to comments will be submitted
to the City two to three weeks following the end of the public review period.
Following hearings and certification of the EIR, we will compile the Final EIR
and present 10 copies to the City.
