PROCESS FOR PREPARING SPECIFIC PLAN FOR IRVINE COMPANY LAND
(PETERS CANYON)
RECOMMENDATION:
That the City Council approve in conceptual form, a process for preparing
the specific plan for the Irvine Company land and authorize staff to
negotiate an agreement with the Company which sets in motion the planning
process.
BACKGROUND:
Beginning in 1984, portions of the Irvine Company land will be available
for development due to expiration of the agricultural preserve agreement.
Staff has been discussing with Company representatives alternative
approaches to the planning process.
DISCUSSION:
The conventional approach to planning a project of this scale is waiting
for the developer to prepare its plan and the City reacting to it with
little or no input during the planning process. The developer prepares a
plan which responds to provisions of the City's General Plan and zoning
standards. However, because the General Plan is a policy document ana
zonging requirements are not all inclusive, the scale and mix of a
development does not always conform to the City's particular needs.
Because of the sale of the Irvine Company development in Tustin, and the
obvious implications upon the existing developed community, City Staff and
Company representatives have agreed that the planning process should be a
joint effort.
Attached is a draft work program which sets out in general terms the scope
of a joint City-Company planning process for the Irvine land. This
approach would provide for:
1. The City and Company agreeing upon the scope of work to be included in
the planning process.
2. The City retaining a firm or individual on a contract basis to serve
as a project manager during the planning process,
3. The City and Company jointly interfacing with the consultants retained
to prepare the various land use, market feasibility, traffic, flood
cgntrol, Q%q.,.studies which would lead to City Council consideration
or a speclnc aevemopmen: pman.
The project mana§er would serve as the coordination link between the
City, Company, consultants and other a§encies involved in the plannin§
process.
5. The City and Company would each pay their fair-share of the cost to
prepare the specific development plan.
Under provisions of the State Government Code, the City would re-cover
its costs incurred during the planning process through subsequent
development fees.
The joint planning process would provide for City Council review at
designated milestones. This would assure that the Council is fully
aware of the development options and implications prior to the
recommendation of a specific development plan.
The attached draft work program is not intended to be all inclusive. It is
subject to change after the City Council has reviewed this approach in
conceptual form and after the City and Company have discussd it in greater
detail. With City Council authorization, staff would proceed to work with
the Company in detailing, in the form of an agreement, the joint planning
process for the Council review at a later date.
