Formation of a Planning Commission
Staff needs to make some assumptions in this regard which will need
verification by the City Council. Based on a historical context and the
need for newspaper advertisements, Commission meetings would be the second
and fourth Mondays of each month at 7:30 p.m. in the Council Chambers. We
are conducting a survey of other cities regarding current allowances for
training, meeting, compensation and educational budgets for their
commissions. We assume Council would want to include a budget amount for
those particular aspects of the Commission function.
If the new Commission has the same functions, duties and responsibilities
as the Council acting as the Planning Agency, this would facilitate
ordinance revisions. The Council may wish to modify some aspects of
Commission jurisdiction; the appeals process or other administrative
matters. Currently, unless appealed, the Commissions decisions regarding
variances, use permits, tentative tracts and design review would be final.
Uniquely, sign code exceptions are now a responsibility by code of the City
Council. The Commission would serve as an advisor to Council in
recommending on zone changes, zoning code amendments, general plan
amendments and CEQA determinations.
Another area of concern is maintaining clear communication between
Commission members and the Council. With only one week between meetings, a
form of action minutes will have to be distributed to Council in their
Wednesday books otherwise, sufficient time would not be available to allow
an appeal (must be filed within five days after Commission action).
Council would also receive final minutes after Commission approval and
agendas would be distributed. The latter would not be in the Council books
as such would be prepared in off weeks from Council book compilation.
At the May 17th regular Council meeting, this memorandum might be used to
facilitate Council discussion regarding any assumptions or issues raised
regarding the Commission function.

effectuate the Council's direction for formation of a Planning Commission:
