HomeMy WebLinkAboutUSE PERMIT 82-10 06-07-82DATE: May 17, 1982 PUBLIC HEARING NO. 1 Inter-Corn TO: FROM: SUBJECT: Honorable Mayor & City Council Community Development Department Use Permit 82-10 Applicant: Location: Request: All American Sign Service 14722 Newport Avenue Authorization to construct and display a center identification pole sign at the small shopping center located at the northeast corner of Newport Avenue and Sycamore Avenue BACKGROUND & DISCUSSION An application has been submitted on behalf of William Nibeel, owner of the property at 14722 Newport Avenue, to display a 50 square foot center identification pole sign. Sign Code No. 684 authorizes center identification pole signs for shopping centers with the following maximum provisions: Height -Not to exceed height of building being identified Size -50 square feet per face The code defines center signs as those which do not identify any single business, but, the Planning Agency, in the past, has accepted center signs which identify all tenants within a complex. This sign will identify Sunset Liquor & Deli and reserve spaces for the two remaining retail units. As authorized by the sign code, the Planning staff has approved a master sign plan for the center and has issued permits for two (2) wall signs for the proposed store. Many of staff's comments are contained as conditions of the accompanying draft resolution. FINDINGS &'CONCLUSIONS 1. The sign structure satisfies minimum area and height requirements of the Sign Code. 2. The sign does' conform to the design provisions of the approved master sign plan with an ivory background and brown letters. Mayor & City Council Use Permit 82-10 Page 2 3. The sign provides advertising space for all tenants within the shopping center. R£CO~:NDED ~TION Approval of Use Permit 82-10 by the adoption of Resolution No. 2034 substantially as drafted. AGW:jh 5-26-82 RESOLUTION NO. 2034 A RESOLUTION OF THE PLANNING AGENCY OF THE CITY OF TUSTIN, AUTHORIZING THE INSTALLATION OF A 50 SQUARE FOOT CENTER IDENTIFICATION POLE SIGN AT THE SHOPPING CENTER ON THE NORTHEAST CORNER OF NEWPORT AND SYCAMORE AVENUES 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 2O 21 22 23 24 25 26 27 28 The Planning Agency of the City of Tustin does hereby resolve as follows: I. The Planning Agency finds and determines as follows: A. That a proper application (Use Permit No. 82-10) was filed on behalf of William Nibeel to install a 50 square foot pole sign at 14722 Newport Avenue to identify the tenants of the shopping center. B. That a public hearing was duly called, noticed and held on said application. C. That establishment, maintenance and operation of the use applied for will not, under the circumstances of this case, be detrimental to the health, safety, morals, comfort or general welfare of the persons residing or working in the neighborhood of such proposed use, evidenced by the following findings: The proposed design satisfies provisions of Section 9, Article VIII of Sign Code No. 684 and provisions of the approved center master sign plan. D. That the establishment, maintenance and operation of the use applied for will not be injurious or detrimental to the property and improvements in the neighborhood of the subject project, nor to the general welfare of the city of Tustin, and should be granted. E. Proposed development shall be in accordance with the development policies adopted by the City Council; Uniform Building Codes as administered by the Building Official; Fire Code as administered by the Orange County Fire Marshall; and street improvement requirements as administered by the City Engineer. F. That this project is categorically exempt from the requirements of the California Environmental Quality Act. G. Final development plans shall require the review and approval of the Community Development Department. II. The Planning Agency hereby approves Conditional Use Permit No. 82-10 to authorize the installation of a 50 square foot center identification pole sign at 14722 Newport Avenue subject to the following conditons: 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 2O 21 22 23 24 25 26 Resolution No. 2034 June 7, 1982 Page 2 A. The sign shall not exceed 18 feet in height (height of shopping center building. B. The sign shall not overhang into the public right-of- way nor into any on-site drive aisle. C. The sign shall conform to provisions of the approved master sign plan with an ivory background, brown letters and bronze anodized finished cabinets to match the approved wall signs. Logo color deviations are acceptable. D. The sign shall be provided with a decorative pole cover which will be complimentary with the building design. E. Plans and specifications shall be provided for plan check with the sign located by dimension on a site plan, prior to issuance of a sign permit.
