R~QUEST FOR TRAFFIC SIGNAL AT MAIN AND "B" STREETS

That no action be taken until such time the traffic signal warrant study for the
subject intersection can be oa~-%~leted.
BACKC~OUND:
The attached letter has been received from the Tustin Presbyterian Church
requesting a traffic signal installation at the intersection of Main and "B"
Streets.
This letter indicates that it was suggested that traffic signals were planned at
the subject intersection. I believe at the time of the hearings for the "C"
Street closure, that staff indicated the Main and "B" Streets intersection would
be a more logical location for a signal installation rather than at the Main and
"C" Street location. It was further indicated that the Redevelo~nt Agency
(R.D.A.) has funds available for this signal installation. At the present time, I
would not recc~m~nd the cc~mitment of any additional R.D.A. funds for 1982-83
until such time the E1 C~ino Real/Main St. project has been advertised for bids
and a firm project cost has been established.
Staff will be c~,mencing with a warrant study for traffic signal installation at
this intersection and until such time this study can be completed, it is suggested
that no action be taken on this request. A quick review of the Average Daily
Traffic (A.D.T.) counts of both Main and "B" Streets is as follows:

Traffic has decreased along both Main and "B" Streets in 1982, but did experience
a slight increase along Main St. from 1979 through 1981.

Dear Friends:
I am writing on behalf of the Tustin Presbyterian Church regarding the
traffic buildup along Main Street.
As most of you know, our facility is located on the north side of Main
Street, between "B" and "C" Streets, adjacent to the T~stin Unified School
District headquarters. Last year both Howard Jamieson, our Senior Pastor,
and Carl Greenwood, one of the members of our Session, attended hearings
regarding the Steven's Square development located across Main Street. At
that time, the issue of increased traffic flow in the downtown area was
raised. It was suggested that traffic signals were planned for the inter-
sections of both 6th Street and E1 Camino Real and "B" Street and Main
Street. The 6th Street/E1 Camino Real signal system has been approved and
is being implemented.
We understand that the P~development Agency has funds available for the "B"
Street/Main Street signal system installation. Tustin Presbyterian Church
respectfully requests that the installation of same be implemented as soon
as possible for the following reasons:
A. Not only has the volume of traffic increased, and continues to in-
crease on Main Street, but the vehicles seem to be traveling faster
and seldom slow down for pedestrians at the "B" and "C" Street cross-
walks.
A significant number of our members are senior citizens, some of
whom walk to our Church, and we are especially concerned for their
safety.
C. It is becoming increasingly difficult to make a turn onto Main
Street from either "B" or "C" Street.

We recognize the fact that the volume of traffic is not usually as great
on Sunday mornings. However, we have activities going on at our facilities
almost every day and evening, and a sizeable number of corm~unity groups
utilize our buildings. We a~e therefore concerned not just about our own
congregation, but the community as a whole.
