MINUTES OF THE REGULAR MEETING OF THE CITY
COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA,
HELD ON APRIL 25, 1955, AT 7:30 O'CLOCK P.M.
PRESENT: Kidd, Tadlock, Park, Bacon, Sauers. S. C. Penington, City Clerk,
being absent C. Arthur Nisson, Jr., City Attorney, being present,
was requested to act as Clerk pro tem of the Council by Mayor
Kidd.
Thereupon the minutes of the meeting of April 11, 1955, were read
and approved as read.
Mr. John P. Ingram, of 727 Bay View Place, Laguna Beach, Calif-
ornia, was present and discussed the possibility of annexing
certain property near the city limits of Tustin. City Council
agreed to assist and cooperate.
Mr. John A. Prescott being present requested the use of the City
Hall on Tuesday, April 26, 1955, at 7:30 P. M. for the Farm
Center meeting. Permission was granted.
City Engineer McBride was present and he read a letter from the
Division of Highways regarding Project No. 22. The State High-
way Department concurred in awarding the bid to R. J. Noble,
that is, the paving of South "D" Street. City Engineer McBride
stated that the estimated gas tax revenue for 1955-56 was
$3,850.00 for the City of Tustin. Of that amount 40% could be
used for maintenance and 60% for construction and maintenance
of city streets.
PARTS OF THIRD McBride recommended that with respect to county moneys to be

STREET TO license fee fund, that such moneys, if forthcoming, might
BE IMPROVED wells be applied on South "D" Street on Project No. 22.
Engineer McBride reported regarding the repairs to Third Street
and F Street and gave the costs of resurfacing the roads with
a road oil mix. Twenty feet wide would cost $462.00 and 16
feet wide of said material would cost $369.00. Sauers moved,
Bacon seconded to authorize City Engineer McBride to proceed
with the improvement of Third Street East of Prospect and "F"
Street between Third Street and Main Street to a width of 20
feet using road oil mix. Motion carried
Sauers reported on regulations regarding garbage and trash
pickup and was authorized to proceed to have said regulations
printed as revised.
REDUCTION IN Park moved, Tadlock seconded, that the request of Willie
PALMISTRY LICENSE Clemmons for Mrs. Mike Lee regarding palmistry license fee
FEE DENIED reduction be denied. That was the reduction of the license
fee from $5.00 a day to $300.00 per annum. Motion was carried.
Mayor Kidd read a request from the Tustin Police Officers
Assn. (regulars and reserves) to use the City Hall one night
per week, not to conflict with other meetings. Tadlock moved
permission be granted, Park seconded, motion carried.
ORDINANCE Ordinance No. 92 on motion of Park, seconded by Bacon, was
NO. 92 read by title only. All members voted Aye whereupom adoption
ADOPTED was duly moved and seconded, all members voted Aye and the
Ordinance was duly adopted.
C. Arthur Nisson, Jr., was requested to write a letter for
the City of Tustin regarding the Orange County Magazine.
Park moved, Sauers seconded, recommending the opposing of
A. B. 1934, and that the City Attorney be directed to go on
record with its opposition and that the legislators be so
advised. Motion was carried.

Ordinance No. 93 was read in full, whereupon Bacon moved, Sauers
seconded, that the first reading of said Ordinance be approved.
All members voting Aye.
Sauers moved, Bacon seconded, that the City Clerk mail each mem-
ber of the Council a copy of the minutes preceeding each meeting
and that this be established as standard procedure. Motion was
carried.
Tadlock moved, Park seconded, that bills be paid as corrected.
Motion was carried.

Motion was carried and meeting was duly adjourned at 10:25 P.
