He is waiting for a written decision. His business services many accounts in Tustin and it is difficult to know who all of them are. Also his monthly expense allowance that is listed on Page 5 of the warrants has the name of his business which should not be listed. It was moved by Hoesterey, seconded by Kennedy, to approve Item No. 2 of the Consent Calendar. Carried 4-0, Greinke abstained. VI. Following consideration of the repor~ dated June 7, 1982, pre- pared by the Community Development Director, it was moved by Kennedy, seconded by Saltarelll, that Arcades shall be subject to review and action under a use permit procedure by the Plan- ning Agency only and that the guidelines be used for information for the public. JIE m'.VD ~ PROJECT !(-.Ll~02.3 ( 2 ) ~X~T~0~ NO..82-43- A 9~solution of the City Council of the City of Tustin, California, APPROVING PLANS AND SPECIFICATIONS FOR IRVINE BLVD. FAU PROJECT M-M023 (2) AND DIRECTING THE CITY CLERK ~D ADVERTISE FOR BIDS. In response to Councilman Saltarelli's question, the City Engi- neer responded that this total contract includes traffic signal control and the median installation with minimal landscaping. ~ne medians will be entirely paved except in the vicinity of the trees and' within that vicinity there will be a square of approximately 14' by 14' low maintenance ground cover. Councilman Saltarelli suggested modifying this contract to include replacing grass with stamped concrete in the present islands from Newport Avenue to Prospect. CITY COUNCIL MINUTES Page 3, 6-7-82 Bob Ledendecker said that we were going to do the area westerly on Irvine where we are putting in two left turn pockets under the bid as a special negotiated item. If Council desires ~o expand this fLLrther, he suggested that once we receive uhe bid, we can come beck with costs on a street by street basis. It was moved by Saltarelli, seconded by Hoesterey, to reject all bids for subject project which were received on May 10, 1982, and to pass and adopt Resolution No. 82-43. Motion carried 5-0. 95 S~%N~ ~ ~Nb~I~PA~ CORI~.~DOR S~, ~ II A~A~ ANaT.v$IS/DRAFT E~v~~L ~ACT S~T This item is a recap of the Stage 2 Alternatives Analysis of the Santa Ana Transportation Corridor Study. When the study was initiated, the freeway was proposed to be widened to 8 fanes to a m~diu~ standard. It would not have the 30' median between the two directions of travel or the full 15' of side clearance to structures but they would attempt to place th~ 8 lanes as much as possible within the existing right of way, working on reduced side clearances to have the most m~nimal impact on the conuuunities. Since that time the Orange County Traffic C~m~ssion has suggested widening the freeway to 10 lanes to a full standard with 5 lanes in each direction. This would have a large impact c~ the co-~unity. In reviewing this, staff has 3 major concerns: 1) A Clarification should be made as to whether the Foothill and Eastern Corridor studies have been considered concurrently with the SATC Study and, if they have not been, perhaps the projected needs within the SATC can be down-scoped; 2) Widening of the I-5 Freeway to eight or ten lanes at medium or full s~andards will greatly impact Tustin with respect to right of way requirements. A substantial amount of housing units will be removed from the comunity along with many consnercial and industrial buildings which will have an adverse economic impact to the City; and 3 ) Any elevated rail and busway alternatives within the transit element would effect the come, unity with respect to noise and visual/quality aesthetics. It was moved by Kennedy, seconded by Hoesterey, to authorize staff to forward the City's concerns regarding the Santa Ana Transportation Corridor study as outlined in It-m- No. 1, 2 and 3 of the staff report dated June 1, 1982, to the Orange County Transportation C~ission and the Orange County Transit District. Carried 5-0. 101 In response to Mayor Edgar's concerns about lack of landscaping and beautification of the freeways that go through Tustin, Mr. Huston said that staff'would transmit our concerns in a letter. Mrs. Kennedy reported that there are many weeds at the inter- change of 1-55 and I-5. RESOLUTI~ NO. 82-42 - A R~solution of the City Council of the City of Tustin, ADOPTING A HOME MORTGAGE FINANCE PROGRAM IN COOPErATiON WI~H THE COUNTY OF ORANGE. Mike Brotem~rkle, Coa~nunity Development Director, reported that the Orange County Home Mortgage Finance Program presents an opportunity to make affordable units with Iow-cost financing available in Tustin, with no administrative burden on the City. The project is strictly to provide mortgages for people who wish to gain entry into the housing market. Mark Ainslee has indicated an interest in obtaining the money for his project at 1082-1102 San Juan. Any project that would be approved for these funds would have to obtain a Use Permit frc~ the City of Tustin and conform to our standards. Further workshops Mr. Huston r~nded the Council of the Executive Session for labor negotiations following the afternoon meeting. Mayor Pro Tem Kennedy reported a complaint about the standing water at the new condominiums on First Street. The City Engineer said he wo~ld look into it. Counci!~an Greinke ¢~ended staff for resolution of a tree problem with one of his neighbors. Mayor Edgar stated he was in agreement with extending the t/me for the Columbus Tustin Task Force but ~equested that they establish their own dea~lines with periodic reports to the Council. 5. U~DA~ING SIG~S Mayor Edgar asked staff to investigate updating the City's popu- latlon on signs coming into the City and Councilman Hoesterey c~nted that the freeway signs showing the City limits should be updated. ~T - It was moved by Hoesterey, seconded by Kennedy, to adjourn at 4:23 p.m. to an Executive Session for labor negotia- tions and thence to the 7:30 p.m. meeting. This action is not a final action, since ~his property is still zoned R-3. Council will have to designate a specific zone for the property at a later date. The Public Hearing was opened at 8:26 p.m. There being no com- ments or objections, the Public Hearing was closed. It was moved by Kennedy, seconded by Hoesterey, that Resolution No. 82-41 be passed and adopted. Since Tentative Tract Map 10300 was not authorized to subdivide for condominium purposes until the 7:30 p.m. Planning Agency meeting this date, it was moved by Hoesterey, seconded by Kennedz, to adopt B~solution No. 82-39. Carried 4-0, saltarelli absent. 99 ~8:INESS 7:30 ~ O~E~ X .REPORTS 2. 3:30 P.M. 1982-83 WA'~'~ 0~SI]MP~(~i ~,T~ ~~ NO. 82-44- A Resolution of the City Council' of the City of Tustin, California, ADJUSTING WATER SERVICE RATES The City Manager asked that this item be continued in order for staff to provide additional information on the overall rates. Councilman Hoesterey said that he would like to have a study on the Water system on a long term basis, perhaps 3 to 5 year plan. It was moved by Greinke, seconded by Edgar, to continue this item as a Public Hearing to the July 6th meeting. Mayor Pro Tem Kennedy asked if staff was not already working on a study in order =o have a 3 to 5 year plan. Mr. Huston, City Manager, responded in the affirmative and he emphasized that we need to make a distincT-ion between the long term correction of the syste~ and a short term of meeting cur- rent obligations. We also need to begin some effort towards setting up a reserve to cover capital costs.
