HomeMy WebLinkAboutNB 1 ON-ST PARKING 06-21-82AGENDA DATE: JUNE 15, 1982 NEW BUSINESS NO. 1 6-21-82 nter - ¢ om TO: WILLIAM HUSTON, CITY MANAGER FROM: BOB LEDENDECKER, DIRECTOR OF pUBLIC WORKS/CITY ENGINEER SUBJECT: YORBA STREET ON-STREET PARKING REQUEST RECOMMENDATION: That the Tustin City Council, at their meeting of June 21, 1982, deny the request for on-street parking adjacent to 14181 and 14211 Yorba Street. BACKGROUND: On June 1, 1982, staff received a request from Mr. Thomas R. Rossi for the City to permit on-street parking on Yorba Street adjacent to 14181 and 14211 Yorba St. (copy attached as Exhibit I). In addition to this most recent request, staff received a similar request in June, 1980 from Mr. Rossi and Mr. Iler for on-street parking on Yorba St. Mr. Rossi owns the building at 14181Yorba St. and Mr. Iler owns the building at 14211Yorba St. as shown on the attached aerial photo marked Exhibit II. The initial July 9, 1980 response to Mr. Rossi and Mr. Iler indicated that the on-street parking should be prohibited as it had presently existed (copy attached as Exhibit III). At this time, several suggestions were provided to these gentlemen that would help alleviate the on-site parking situation, some of which have been implemented. As indicated i.n Exhibit III, in July, 1980 there were 70 on-site parking spaces provided for the two buildings. These parking spaces exceeded the City Standard of one space for each 300 sq. ft. of building floor area that would require only 56 spaces for both buildings. Since July of 1980, the parking lot has been restriped, resulting in approximately ten additional spaces. DISCUSSION: The area in question on Yorba St. is presently constructed to a secondary arterial width, which is 64 feet between curbs and is striped with two 12 foot wide travel lanes in each direction and a 10 foot wide painted median and/or protected left turn lane. Between Vandenberg Lane and a point approximately 300 feet southerly of Jacaranda Pl., the left turn pockets and protected left turn lane provide protection for left turners into the office complex driveways (locations A through F), two condominium complex driveways, and Jacaranda Pl. Consequently, if on-street parking is permitted, many other properties would be impacted with respect to protected left turn movements in addition to MC. Rossi's parcel. YORBA STREET ON-STREET PARKING REQUEST JUNE 15, 1982 PAGE TWO At the time of the previous 1980 request, and at the present time, visual inspections were made periodically at 14181 and 14211 and it was found that vacant parking spaces existed while motorists continued to park in the drive aisles. It appears that the motorists parking in the aisles are a result of their desire for convenience parking with respect to closeness to work areas. Periodically, delivery vehicles will park within the aisles, but this is usually for very short periods of time. On June 11th, two of the vehicles parked within the aisles were there for the majority of the day, which tends to indicate they are employees within the building rather than customers/clients. The removal of the protected left turn pockets/lanes along Yorba St. between Via Calma (private street) and a point 300± ft. southerly of Jacaranda Pl. would add the following number of on-street spaces: Westerly Westerly Westerly Easterly Side of Yorba St. Adjacent to 14211 ........... 5 Side of Yorba St. Adjacent to 14181 ........... 2 Side of Yorba St. Adjacent to 14131 ......... 4 Side of Yorba St. Northerly of Jacaranda to Via Calma . . 10 The curb areas immediately adjacent to the driveways would require red zoning to provide adequate visibility. Mr. Rossi referred to the intersection of Yorba St. and Irvine Blvd. in his letter because of its existing configuation that allows on-street parking. This particular intersection is one that requires the removal of on-street parking on Yorba St. both north and south of Irvine Blvd. and will be so recommended in the future. However, at this time, it cannot be accomplished due to the substandard width of improvements of Yorba St. southerly of Irvine Blvd. Staff feels that Yorba St. from Seventeenth St. southerly to 300± feet south of Jacaranda Pl. is presently striped to provide the safest and most efficient flow of vehicular traffic. This plan also requires the removal of on-street parking within that area. Consequently, staff recommends that the on-street parking YORBA STREET ON-STREET PARKING REQUEST JUNE 15, 1982 PAGE THREE prohibition and traffic striping remain as it presently exists. The following are two additional suggestions that may be helpful to the parking situation at 14181 and 14211Yorba St.: 1. Assignment of parking spaces to tennants/employees and designation of certain areas for visitors, clients, etc. o Painting of all curbs red where vehicles are being parked in the aisles. This may discourage any long-term aisle parking. Enforcement of these red zones could be accomplished by the Tustin Police Department per Ordinance No. 652. My request is~ based on .th~ fact that the approved, off-street parking is totally inadequate to h'andlethe parking demand generated by the offices.. Autos double park in the parking lot drivelan~ areas, blocking access of other auto~ attempting to enter my parking lot. This creates · situation which i~ hazardous to street traffic as drivers attempt to back their autos back onto Yorba~- In addition', trash pick-up and delivery truck~ then can'- not maneuver aroun~double-parkedautos in my parking lot, which complicates the pmblem further. I dread to imagine what would happen if a fire truck or other emergency vehicle was delayed or denied access, due to th~ conges- ted parking situation which exists. Z note that Yorba is, essentially the'same width further south on' Yorba all the. way to Irvine Blvd., and that on-street parking is available on'both sides of Yorba. adjacent to ,th~residence~ and office buildings between, my property and' Ir~ine-Blvd,., I believ~ therefore, that I am not asking you. to establish any precedent on Yorba for me. Rather, I urgently hope to be given the same treatment as others on the. same street who share the same traffic pattem as. 1~ Please consider me at your~ service if you need any assistance whatsoever. At the present time, there are 70 on-site parking spaces provided for the two buildings at 14181 and 14211 Yorba Street. These buildings exceed existing City standards i.n that only 56 parking spaces are re- quired based upon 1 space per 300 square feet of floor area. Each building contains 8,312 square feet of floor area, with the minimum parking requirements §eing exceeded by 7 spaces per building. The parking along Yorba street has been prohibited on both sides of the street to provide protected left turn pockets at all driveways and at Vandenberg Lane and Jacaranda Place and to provide a safe continuous flow of traffic along Yorba Street. The Staff's review revealed that on several occasions cars were parked in the aisles When there were available parking spaces within a reasonable distance of where these cars had parked in the aisles. It appears that in most cases, people are parking within the aisles for convenience rather than need. However, we are aware of the photographs and phone calls from your office indicating a lack of parking spaces. In lieu of providing on-street parking to relieve the on-site prob- lem, the following suggestions are offered: Remove the raised planter in the parking bay adjacent to the southerly property line and.restripe parking stalls to compact car widths of 7,5 feet. This would add 3 parking spaces from 14 to 17. MR. THOMAS ROSSI MR. JON ILER July 9, 1980 Page 2 Restripe the northerly eleven parking stalls along the westerly property line to compact car widths of 7.5 feet. This would add 2 parking spaces from ll to 13. 3. Assignment of parking spaces to employees and designation of certain areas for visitors, clients, etc. On-street parking on the westerly side of Yorba Street is avail- able southerly of the first cul-de-sac street south of building at 14211 Yorba. Paint all curbs red where vehicles are being parked in the aisles. This may discourage any long term aisle parking, even though there is no enforcement of violation.
