Communicom Earth Station
RECOI~4END£D RCTION
Staff recommends the City Council determine whether the proposed location
for an earth station is appropriate for consideration. If deemed suitable,
the Council may schedule a public hearing to obtain input from neighboring
property owners.
DISCUSSIO#
The City of Tustin's cable television franchise, Communicom, is proposing
to place a single earth station on the roof top of th6 Boy's Club building
located at 580 W. Sixth. The structure is owned by the Boy's Club, and the
property is owned by the City of Tustin. The site is zoned P & I (Public &
Institutional). The Community Development Department has been given a
preliminary site plan layout from Communicom and submits the following
comments.
The proposal is to place one earth station initially at the northwest
corner of the gym area of the structure, which is twenty-five feet tall. A
future earth station may be proposed adjacent to, and south of, the current
proposal. .The earth station is tilted with a 12-13 degree slant, with a
high point of fifteen feet and low point of four feet. The highest overall
height of the gym and earth station would be approximately forty (40)
feet. The receiving face of the station would face approximately due
south, toward the freeway.
Surrounding land uses include: Tustln Acres condominiums to the west, R-1
single-family homes to the north, light industrial to the east, and the
Santa Ana Freeway to the south. An on-site inspection of the area
indicates that the greatest visual impact from the station to the
neighborhood will come from the west end of Sixth Street. At this end of
Sixth Street is the Tustin Acres parking garage, a day-care center, and a
single-family home.
Visual impact along Pacific is blocked by mature trees, and the east end of
Sixth Street will have a marginal impact because of the station's location
on th~ west side of the building. The earth station would be visible to
motorists traveling along the Santa Aha Freeway.

Because of the P & I district zoning, and City ownership of the property,
City Council will have to determine, prior to any formal action, whether or
not the site is appropriate for a station. After review of the proposed
project, Council may determine the site is inappropriate and Communicom
should seek another location or, that the site is appropriate and a public
hearing may be held.
~ONCLUSIONS
After review of the preliminary plan, it is staff's recommendation that the
~ite could be appropriate for a station, with conditions. This
recommendation is based on several factors, which include:
1. The Santa Aha Freeway and light industrial buffer any visual impact of
the earth station.
2. Through mitigating conditions, visual impact to the residential areas
can be reduced.
3. The roof area could be secured from public access.''
The following conditions are recommended for incorporation into the
proposed plan:
1. Unless it is totally impractical, the initial earth station should be
relocated toward the southwest corner of the gym, closer to the Santa
Ana freeway.
2. The earth station be screened from the view of adjoining residential
areas.
Communicom shall submit all measures to be taken to secure the roof area
from public access for approval from the Community Development
Department.
4. All cables or powerlines serving the earth stations be underground.
