HomeMy WebLinkAboutNB 3 SALARY 82/83 06-21-82AGENDA BATE: June 16, 1982 NEW BUSINESS No. 3 6-21-82 nter - C om TO: FROM: SUBJECT: HONORABLE MAYOR AND CITY COUNCIL BILL HUSTON, CITY MANAGER ADOPTING SALARY FOR FISCAL YEAR 82/83 RECOMMENDATION: That the City Council adopt the attached resolutions relating to compensation for City employees during fiscal year 1982-83. BACKGROUND: Under the policy direction of the City Council, the City's management representatives have negotiated agreements with the Orange County Employee's Association (which represents non-administrative and non- management general employees) and with the Tustin Police Employee's Association which represents non-management and non-administrative sworn personnel) regarding salaries and benefits. The City Manager has also met with management and administrative personnel regarding salaries and benefits. DISCUSSION: The resolutions provide for the following changes in salaries and benefits: For employees represented by the Orange County Employee's Association a 5% salary increase effective June 28, 1982 and a 4% increase effective January 1, 1983. 2. For employees represented by the Tustin Police Employee's Association: Ae A 5% salary increase effective June 28, 1982 and a 4% increase effective January 1, 1983. B. One additional general leave day per year. A minimum of one hour compensation for employees who are required to appear in connection with City business for an afternoon court session during their off duty hours. Currently police personnel are entitled to a minimum of two hours compensation during the morning court session. However, the courts have recently started an afternoon session and since the City's court pay provisions did not provide for afternoon session it was agreed that the same benefit should be applied for those personnel who must appear in court when off duty during afternoon hours. Educational Incentive Pay has been changed from a percentage of the employee's salary to a flat dollar amount. In'lieu of the employee receiving a fixed percent of their salary as educational incentive, the employee will be entitled only to a flat doll ar amount notwithstanding their salary level and any subsequent change in their salary level. The doll ar amounts are set forth in the resolution. The City currently provides 2.5% additional salary for an AA Degree and 5% additional salary for a BA or BS Degree. Management, Confidential and Administrative personnel received a 5% salary increase effective June 28, 1982 and a 4% increase effective January 1, 1983. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 2O 21 22 23 24 25 26 27 28 RESOLUTION NO. 82-47 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, RELATING TO THE CLASSIFICATION, COMPENSATION AND TERMS OF EMPLOY- MENT OF CITY NON-ADMINISTRATIVE AND NON-MANAGEMENT GENEPJkL EMPLOYEES OF THE CITY OF TUSTIN. WHEREAS, the City Management Representatives and representatives of the Orange County Employees Association have met and conferred in good faith on behalf of all the non-administrative and non-management general employees of the City to reach an agreement to provide certain classes of City employees with changes in employment benefits pursuant to Government Code Section 3500 et seq.; and WHEREAS, Orange County Employees Association and City of Tustin have reached and entered into a Memorandum of Understanding; and WHEREAS, City now desires to provide changes in the benefits to all non-administrative and non-management general employees of the City; NOW, THEREFORE, the City Council of the City of Tustin, California does hereby resolve as follows: Section 1: Compensation Provisions: For the 1982-83 fiscal year existing salary ranges and rates of all non-adni~histrative and non- management employees shall be increased by five percent (5%) effective the first pay period of fiscal year 1982-83, and by four percent (4%) effective the first pay period of calendar year 1983. Each employee assigned to said classifications upon the above mentioned dates shall receive a salary at the step at which the employee is serving. Section 2: Administrative Regulations: The City Manager is author- ized to issue written administrative personnel regulations designed to augment or clarify the provisions of this Resolution. Section 3: Effective Date. All provisions set forth herein shall be effective as to non-administrative and non-management general employees of the City-of Tustin as of June 28, 1982. PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin, California, held on the 21st day of June, 1982. MAYOR ATTEST: CITY CLERK & ? 8 9 10 11 lZ 15 15 171 18 19 2O 21 27 RESOLUTION NO. 82-48 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, RELATING TO THE CLASSIFICATION, COMPENSATION, AND TERMS OF EMPLOYMENT OF NON-ADMINISTRATIVE AND NON- MANAGEMENT SWORN POLICE EMPLOYEES OF THE CITY OF TUSTIN. WHEREAS, the City management representatives have met and conferred with the representatives of the Tustin Police Employees Association on behalf of the non-management and non-administrative sworn police personnel; and, WHEREAS, the Meet and Confer sessions have resulted in an agreement and understanding pertaining to the subject of wages, benefits and condi- tions of employment for the non-administrative and non-management police employees of the City; and, WHEREAS, the City now desires to provide salary increases and changes in benefits to said police employees of the City of Tustin; NOW, THEREFORE, the City Council of the City of Tustin, California, does hereby resolve as follows: Section 1: Compensation Provisions: For the 1982-83 fiscal year existing salary ranges and rates of all non-administrative and non- management sworn police employees shall be increased by five percent (5%) effective the first pay period of fiscal year 1982-83, and by four percent (4%) effective the first pay period of calendar year 1983. For the 1982-83 fiscal year court pay shall provide a minimum of one (1) hour of pay for employees who are required to appear in court in connection with City Business for an afternoon (P.M. hours) session during their off-duty hours. Section 4: Educational Incentive Pay. The City Manager is authorized to issue written administrative personnel regulations designed to augment of clarify the provisions of this Resolution. Section 6: Personnel Rules. Any section of the Personnel Rules and Regulations which is in conflict with any provision of this resolution shall be amended by this resolution to be consistent with the provisions contained herein. Section 7: Effective Date. Unless otherwise specified to the contrary in this Resolution all provisions shall be effective as of June 28, 1982. WHEREAS, City now desires to provide increases in compensation and benefits to its employees and modification of certain positions as a result of conferences with respective department heads, manage- ment officers and confidential employees under their supervision and subsequent to recommendations of the City Manager. NOW, THEREFORE, the City Council of the City of Tustin, California, does hereby resolve as follows: Section 1. Management Officers. Those employees holding the following positions are hereby designated as Management Officers: Assistant City Engineer Police Captain Police Lietenant Traffic Engineer Police Sergeant Maintenance Superintendent Finance Coordinator Maintenance Foreman Recreation Supervisor Records Supervisor Administrative Assistant Senior Planner Water Construction Superintendent Section 2. Confidential Employees. Those employees holding the following positions are hereby designated as Confidential Employees: Administrative Secretary Personnel Analyst Office Coordinator Section 3. Salary. The salary ranges of the positions listed hereinbe]ow shall be increased by five percent (5%) effective the first pay period of fiscal year 1982-1983 and by four percent~ 4%) effective the first pay period of calendar year 1983.
