BACKGROUND The City of Tustin's cable television franchise, Communicom, is proposing to place a single earth station on the roof top of the Boy's Club building located at 580 W, Sixth. The structure is owned by the Boy's Club, and the property is owned by the City of Tustin. The site is zoned P & I (Public & Institutional). The proposal is to place one earth station initially at the northwest corner of the gym area of the structure, which is twenty-five feet tall. A future earth station may be proposed adjacent to, and south of, the current proposal. The earth station is tilted with a 12-13 degree slant, with a high point of fifteen feet and low point of four feet. The highest overall height of the gym and earth station would be approximately forty (40) feet. The receiving face of the station would face approximately due south, toward the freeway. Surrounding land uses include: Tustin Acres condominiums to the west, R-1 single-family homes to the north, light industrial to the east, and the Santa Aha Freeway to the south. An on-site inspection of the area indicates that the greatest visual impact from the station to the neighborhood will come from the west end of Sixth Street. At this end of Sixth Street is the Tustin Acres parking garage, a day-care center, and a single-family home. OI~USSION The June 21, 1982 memo to the Council outlined several mitigating conditions for the installation of the earth station. The engineering consultant has resubmitted the same preliminary plans along with a letter (which is enclosed), responding to the proposed conditions. These Chai man & P1 anning Agency July 6, 1982 Page 2 conditions included screening the earth station, securing the roof area, written justification why the earth station could not be moved to the south west corner of the structure and that cables and powerlines be undergrounded. In response to screening, Communicom is proposing no screening at all. Their justification is that the disk is screened by existing trees, an additional 9.5 feet will alter the architectural integrity of the building, and that the disk is not unsightly. Staff still recomnends that screening be included, at least to cover the base of the disk. The letter did not address or give any justification why the disk could not be moved to the south west corner of the structure. The letter mentions that access to the disk will be through the Boy's Club with the cooperation of the staff and will be limited to authorized personnel- only. Specific aspects of security, as covered under the City's security ordinance, will need to be reviewed and approved by staff. Undergrounding of utilities is covered under the City of Tustin Code, Chapter 4, Section 8402(a). This is an automatic condition for virtually all new construction activity in the City. Communicom is requesting to install a temporary mobile earth station at the Boy's Club location for a period of ninety days, while the permanent station is installed. E. Lawrence & Associates, Inc. drawing numbers A & B for the subject project. These drawings are submitted for review and approval of the City Council at their July 6, 1982 meeting. A question was brought up regarding the construction of screening around the dish antennae. We strongly recommend that a screen, which would have to be approximately 9'-6'' high, not be considered for the following reasons: 1. The dish antennae will be effectively screened by the existing trees on all sides except perhaps from the parking lot on the west. 2. The current architectural profile of the building is low and unobtrusive. The addition of 9.5 feet of solid wall or screen on top of the gymnasium walls will increase the overall building height to over 35 feet which will destroy the current low architectural profile. 3. The dish antennae are not unsightly. The supporting framing consists of small steel angles and is relatively open. The dishes themselves are only 3.7 meters in diameter and are tilted so that the top will be much less than that above the roof parapet. Access to the antennae will be through the Boys Club with the cooperation of the staff and will be limited to authorized personnel only. No new exterior access will be installed, therefore, the building roof will be as secure as it is currently. Our Engineers have studied the existing building structural drawings and find that the walls will support the relatively small load from the antennae.
