SELECTION OF AGENT TO PROVIDE CONSTRUCTION ENGINEERING SERVICES FOR
EL CAMINO REAL/MAIN STREET IMPROVEMENTS
RECOMMENDATION:
It it recommended that the Tustin Community Redevelopment Agency~ at their meeting
of July 6, 1982, award the contract for subject construction engineering services
to the firm of Berryman & Stephenson Inc. and authorize the Chairman to execute
the attached proposal submitted by Berryman & Stephenson Inc.
BACKGROUND:
Pursuant to the Agency's directive at their meeting of June 21, 1982, staff has
met with Berryman & Stephenson (B.S.I.) to determine if costs for subject services
could be reduced from their first proposal of a not to exceed figure of $79,617.00
for all four tasks involved.
B.S.I. has submitted the attached new proposal as outlined below:
TASK I ..... Contract Administration ...... $ 5,834.00
TASK II .... Construction Inspection ...... 22,781.00
TASK III .... Construction Surveys ....... 33,386.00
TASK IV .... Misc. Right-of-Way Services .... 3,840.00
TOTAL QUOTE $65,841.00
B.S.I. was able to reduce the cost of Task I & II with the possibility that City
staff may become more involved in these two tasks, if the demand arises.
Task III (construction surveying) was not reduced from their first proposal
because B.S.I.'s original estimate for construction surveying was $47,000.00.
This was reduced to $33,386.00 in their first proposal. On a normal, simple type
project, construction surveying usually runs about 2.5% of the total project
construction cost. This particular project is very involved and complicated.
Taking this fact into consideration, the estimator came up with the $47,000.00
figure, or 3.6% of the estimated $1,300,000.00 construction cost. This was
reduced to $33,386.00, or 2.6% of the construction. Staff feels that, for this
project, this is a reasonable figure.
Task IV was also not reduced, since it was felt this a minimum figure for this
phase of the work.

Staff has also analyzed the fees charged to date by Berryman & Stephenson,
including their latest proposal, and compared them against the ASCE median
compensation curves. The results are tabulated below:

The ASCE median compensation curves are considered to be fair & just charges for
professional engineering services, but, again, these curves do not take into
consideration the nature of this very compl£cated p~o~ect.

SUBJECT: Updated Proposal for Construction Phase of
E1 Camino Real

Dear Bob:
Pursuant to my recent conversation with Mr. Dale Wick of
your office on June 22, 1982, please find attached a revised
manhour estimate for construction engineering services for
subject project.
The previous proposal dated June 15, 1982 is a conservative
not to exceed estimate on the manhour commitment necessary to
supervise the construction of a major specialized project in a
downtown business area. The manhours commitment is a variable
depending on who is the successful bidder and his ability to
work with the local business community, staff and ourselves
during the project construction.
A reanalysis of our time commitments for administering the
construction contract and shifting the proposed inspection
personnel to include supplemental personnel at lower billing
rates or less hours per day can reduce the estimated not to
exceed 83 working day budget to $65,841.
The new estimates for the four tasks are as follows:

It is recognized that this is a very tight schedule that we
believe is realistic, but the time demands are interdependent
on several factors. If events occur that are beyond our
proposed time co~umitment, assistance from your office may be
necessary to supplement that of the consulting engineering
personnel.
We will be pleased to work with the Agency on this important
phase of the E1 Camino Real project. If this revised proposal
meets with your approval, please execute in the space indicated
below.
