TRACT NO. 10281 - DRAINAGE FACILITY INFORMATIONAL REPORT
BACKGROUND:
Tract No. 10281 commenced development in 1980 as four single family residential
lots along the northerly side of Second St. and one condominium lot accessing to
First Street. Prior to this development, the condominium lot existed as a mobile
home park. Historically, this mobile home park drained southerly across what is
now the four single family residential lots and ultimately into Second St.
DISCUSSION:
As a condition of development of Tract No. 10281, the City required that the
drainage from the condominium development be collected by a drainage facility and
transmitted to Second Street via an open concrete drainage device as it exists
today. This drainage device is a private drain and is maintained by the
condominium homeowners association within the area between the condominium
development and the back edge of sidewalk on Second Street.
A field review of this drain revealed that the bottom of the drain had an isolated
high point which tends to pond a small amount of water. The developer has been
requested to grind the bottom of the drain so as to eliminate this ponding
condition.
This type of drain has been widely used throughout the City and County in the past
and has been found to do an acceptable job. This particular drain has been a
source of criticism of the adjoining neighborhood since its installation.
Previously, it was stated that it would cause flooding and now it is stated that
it is a source of mosquitoes. During the past two weeks, the drain has been
reviewed frequently and no mosquito larvae has been found.
A common source of mosquitoes this time of year results from standing water in
various yards, due to low spots in lawns or gardens and open containers, such as
cans, pots, etc. This particular area of the City is one of many areas that are
troubled by mosquitoes during this time of the year.
Staff will monitor this drain on a routine basis to determine the need for
maintenance to eliminate any ponding of water.
