HomeMy WebLinkAboutPH 1 USE PERMIT 82-17 07-19-82DATE: TO: FROM: SUBJECT: July 19, 1982 PUBLIC HEARING NO. 1 Inter-Corn Honorable Chairman & Planning Agency Members Community Development Department Use Permit 82-17 Applicant: Location: Request: Dave Carlson for Collins Foods International 1022 First Street Addition Of a drive-thru facility to an existing Kentucky Fried Chicken store BACKGROUND The existing Kentucky Fried Chicken was orginally approved in May, 1968. The original proposal has a central drive with 90 degree parking and walk-in service. DISCUSSION This current proposal is applying for the following changes. The existing driveway would be moved easterly with one row of parking removed. A drive-thru lane and service would be added adjacent to the existing structure. New landscaping and direction signs would be added. In this proposal, walk-in trade will have to travel across the drive-thru lane to enter the restaurant. This condition can not be alleviated since the proposed alterations are to an existing facility which does not permit design flexibility. To reduce the hazard caused by this condition, staff is recommending that one of the following two proposed conditions be imposed:, Construct a three-foot masonry wall on the eastern side of the drive-thru lane, from the public sidewalk to the end of the drive lane. This will encourage pedestrians to utilize the public sidewalk to enter the restaurant. 2. Stripe the pedestrian lane adjacent to the entrance and install a stop sign for vehicles in the drive lane. The proposed alterations will reduce the available parking from twenty (20) spaces to thirteen (13). Bequired parking is ten (10) spaces, so adequate parking is still supplied. Chairman & Planning Agency July 19, 1982 Page 2 Staff recommends approval of the proposed project subject to one of the two proposed conditions discussed above. Additional conditions include: 1. A final landscape plan for the planter areas. 2. Addition of one street tree to replace the one removed by the improvements. 3. Review of proposed signage to ensure visability of the sidewalk when vehicles are exiting. 4. Site plan reviewed by the City refuse franchise service to clarify their ability to serve the refuse pick-up site. RECOWl~NDED ACTION Staff recommends approval of Use Permit 82-17. E~:jh 7-14-82
