OCEAN Program
Attached is the resolution authorizing you to sign agreements with the National
Council on Alcoholism to allow participation in the OCEAN program. This reso-
lution should be placed on the 7/19/82 Council Agenda.
The OCEAN program, as you recall, will provide a source of counseling, crisis
intervention and referral to employees and their families for a full range of
personal and family problems. It also provides a source for supervisory referrals
of employees whose performance is being affected by personal or family problems.
It is hoped that participation in this program will result in lower utilization
of medical insurance, reduced absenteeism and increased productivity.
Since this program is designed to lower utilization of medical insurance through
reduction of personal andfamily problems which often generate additional medical
costs, the cost of providing the OCEAN program will be absorbed within our pro-
jected medical insurance costs resulting in no financial impact.
The OCEAN program is being added in conjunction with the changes in our medical
insurance program as discussed with the employee associations during the recent
meet and confer sessions.

RESOLUTION NO. 8261
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, AUTHORIZING AND DIRECTING THE CITY MANAGER
TO EXECUTE AND SIGN AN AGREEMENT BETWEEN THE CITY OF
TUSTIN AND THE NATIONAL COUNCIL OF ALCOHOLISM, ORANGE
county.
WHEREAS, the National Council on Alcoholism desires a
written resolution and agreement from any agency participating
in
their employee assistance network; and
WHEP~EAS, the City of Tustin desires to provide employee
assistance services as a supplement to it's health care package.
NOW, THEREFORE BE IT RESOLVED that William Huston, City
Manager, is authorized to enter into and sign agreements with the
National Council on Alcoholism, Orange County, for the purposes
of providing employee assistance network services.
PASSED AND ADOPTED at a regular meeting of the Tustin City
Council held on the day of , 1982.
