SUBJECT: SPEED ZONE - MAIN STREET AND BRYAN AVENUE
RECOMMENDATION:
That the Tustin City Council, at their meeting of July 19, 1982, introduce the
attached Ordinance which revises the prima facie speed ]imit on Main Street and
Bryan Avenue as indicated below:

The radar study has indicated that the section between B Street and Prospect
k Avenue has an 85th percentile of 40 MPH. Due to the narrowing of the lanes,

considerable parking, and pedestrians crossing at various locations other than the
intersection, it is recommended that this section be zoned at 30 MPH.
The 85th percentile for the section of roadway between Browning Avenue and Myford
Road would indicate a posted speed limit of 55 MPH. It is recommended that this
section be posted for 45 MPH due to the lack of a shoulder and the large drainage
ditch on the north side of the roadway, which would force a stalled vehicle to
block the westbound trave) lane and would be unexpected by the motorist.
The recommendations for the other sections follow the 85th percentile speeds
indicated by the radar survey.
These speed zones will provide for the use of radar as an enforcement tool.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, REVISING PRIMA FACIE SPEED LIMITS ON
CERTAIN STREETS.
!i 1. It is hereby determined that the speed permitted by State law as
7! applicable upon the following streets is other than is reasonable and it is
i hereby declared that the prima facie speed limit shall be as herein set forth
8! on those streets, or parts of streets, herein designated when signs have been
!)erected giving notice thereof.
9iI=/ 2. The prima facie speed limit for vehicular traffic on the following
lOi~streets,~ or portions of streets, is hereby established as hereinafter set
forth, effective when signs have been erected giving notice thereof.

3. Provided, further, however, that in any instance where the prima
12 facie speed limit as fixed by the vehicle code of the State of California is
less than the prima facie speed limit hereby determined and fixed, then the

applicable.

WHEN WILL A LOWER SPEED LIMIT BE POSTED ON MY STREET?
A common belief is that posting a speed limit will influence drivers to drive at that speed.
The facts indicate otherwise.
Research conducted in many parts of this country over a span of several dec3dcs has
shovgn that drivers are influenced more by the appearance of the highway itseif and the
prevailing traffic conditions than by the posted speed limit.
California's Basic Speed Law requires that:
"No person shall drive a vehicle upon a highway at a speed greater than is responsible or
prudent having due regard for weather, visibility, the traffic on, and the surface and width
of the highway, and in no event at a speed which endangers thc safety of persons or
property."
Under California law, the maximum speed limit for any passenger vehlcla is nc,',,.'. 55 miles
per hour. Ail other speed Iimits are called prima facie limits, which "on the ~dC¢' of !t" are
safe and prudent under normal conditions. Certain prima facie limits are established by
law and incluce the 25 MPH limit in business and residential districts, the !5 SylPH iin',it in
alleys, at blind intersections and blind railroad crossings and a part-time 25 MF'H lin~;t in
school zones wt~en children are going to and from school. These speeds ~re not
posted but all California motorists are required to know these basic 15, 25, a~d 55
per hour speed la~s.
Intermediate speed limi[s be[ween 25 and 55 miles per hour may be establ[shed hy local
authorities on the basis of traffic engineering surveys. These surge,is ]nc!ude an 2r~alysis
of roadway conditions, accident records, and the prevailing speed of prudent dr!'.,e-s. If
speed limit signs are posted for a lower limit than is ncederf to sa,rely r~:,_,;: these
conditions, many drivers will simply ignore the signs. At the same time, other drivers wi',',
stay within the posted limits. This generally increases the conflicts between faster and
slower drivers, reduces the gaps in traffic through which
crossings could be made safely and increases the difficulty for
pedestrians to judge the speed of approaching vehicles.
