SUBJECT: CURB, GUTTER, AND SIDEWALK CONSTRUCTION (DOWNTOWN AREA)
RECOMMENDATION:
That the City Council, at their meeting, review the attached survey letter and
direct staff to mail same to the twenty-five property owners whose properties do
not contain curbs and gutters.
BACKGROUND:
At their last meeting, the Tustin City Council requested a pre)iminary study on
the installation of curbs, gutters, and possibly sidewalks in the downtown area
bounded by First Street, "C" Street, the Santa Ana Freeway, and the Costa Mesa
(Newport) Freeway. This request originated from concerns voiced by residents of
the area regarding ponded water and a mosquito nuisance allegedly resulting from
said ponded water.
DISCUSSION:
A preliminary survey reveals the following information from within the study area:
Number of individually owned parcels
with no curb and. gutter existing ............... 25
Number of parcels with curb only existing
and a poorly constructed asphaltic concrete flowline ..... 67
Number of parcels with no sidewalk existing ......... 109
A firm estimated cost for improvements for each parcel cannot be established until
such time extensive survey work can be completed to define each parcel in detail.
However, a rough estimate can be establised based upon a per lineal foot of
improvement frontage. These preliminary figures will be generated for the parcels
in need of curb and gutter only. No sidewalk cost will be included. These
estimates are general in nature and could vary as much as 255%. Based upon a cost
of $40.00 per lineal foot of frontage, the following are costs for typical size
parcels within the area:
50 ft. w~de parcel - $2,000
55 ft. wide parcel - $2,200
100 ft. wide parcel - $4,000
Corner parcels with frontages requiring improvements along the side yards will
have an additional cost depending upon the depth of each parcel.

It is assumed that the cost of the cross-gutters would be borne by the City and
they have not been included within the above estimates.

RE: CURB, GUTTER, AND SIDEWALK CONSTRUCTION
Dear Resident:
The Tustin City Council has been made aware of the fact that there is a problem
with casual water ponding in the streets in your area, which is possibly a source
of mosquito breeding, and we are conducting a survey as to how many property
owners wish to consider having curb and gutter and perhaps sidewalks placed in
front of the residences.
The issue of funding this work could be by a combination of City funds as well as
property owner funds. There are no firm costs for the suggested work at this
time, but as a preliminary, non-binding situation, we request that you complete
the questions below and return one copy of this letter in the self-addressed,
stamped envelope by no later than August 2, 1982.
The proposed work would consist of the following in addition to the curb and
gutter and perhaps sidewalks:
1. Re~oval of shrubs and/or trees as needed
2. Grading or sloping of lawns to meet new curb or sidewalk
3. Reconstruction of walks and driveways to join the new curb or sidewalk
4. Relocation and/or removal of any fences, walls, etc. within the areas of
proposed construction
On corner properties, a small, triangular-shaped parcel will be required for
dedication to accomodate the construction of the curb returns.
