BACKGROUNO & DISCUSSION
On April 26, 1971, the precise plan of development for the Steelcase
project was approved by the Planning Commission. The Resolution of
Approval (No. 1211) stated that any future plans of expansion were to be
approved by the Planning Commission. Another condition of approval was:
"The recording of a Covenant running with the land,
as approved by the City Attorney, guaranteeing that
sufficient on-site parking facilities shall be
provided at the owner's expense to accommodate all
employees and guests of present and future proposed
developments and use, based upon a determination of
requirements by the Planning Commission on the
recommendations of City Staff."
This condition was imposed because parking was not provided per code
requirements. Steelcase had presented a case study of their plant in La
Mirada which had adequate parking and they were using those same parking
ratios. Also, the site contains approximately 131,000 square feet of
storage and warehousing area of which very few employees are involved
because it is completely computerized. The Covenant for parking was
recorded on September 6, 1978 as Instrument No. 6146 in Book 12830, Page
1309, Official Records, Orange County.
In 1978, Steelcase requested an addition of 300,000 square feet of
manufacturing area to their existing building and two (2) rack-supported
warehouses for raw materials and finished goods. These two warehouses are
one story with a height of 78 feet. This addition was subsequently
approved with new additional parking areas and landscape treatment. In
addition, two separate sign code variances were approved because of the
magnitude of the site (43.3 acres).

Steelcase is now requesting an addition of 29,912 square feet to the two
existing rack-supported warehouses. These additions will also be 78 feet
in height and will match the existing elevations. Minor parking revisions
and landscaping are proposed to accommodate the proposed additions.
FINDINGS & CONCLUSIONS
1. The proposed additions are insignificant to the overall existing
project; 29,912 square feet in addition to the existing 858,300 square
feet of building area (3.4% increase).
2. The proposed addition will not generate any new parking needs because
the buildings are operated by computer-directed trolleys. The same
personnel who operate the existing facility will operate the new
addition.
3. Eighteen spaces will be removed because of the addition, but 20 spaces
will be added in a nearby area.
4. The total parking spaces for the site now will equal 671. The largest
number of employees on any shift is 400.
All of the proposed conditions of approval are listed in Resolution No.
2050.
The only comment of any significance was submitted by the plan checker and
referred to the Uniform Building Code. The construction type is listed as
IV N. According to Table 5 of the Uniform Building Code, this proposed
building add-on will have to be of Fire-Resistive construction.
RECOPIENDED ACTION
Approved Use Permit 82-20 by the adoption of Resolution No. 2050.

A RESOLUTION OF THE PLANNING AGENCY OF
THE CITY OF TUSTIN, APPROVING USE PERMIT
82-20 FOR STEELCASE AT 1123 WARNER AVENUE
The Planning Agency of the City of Tustin does hereby resolve as
follows:
I. The Planning Agency finds and determines as follows:
A. That a proper application, (Use Permit No. 82-20),
has been filed on behalf of Steelcase, Inc. requesting
authorization to construct and operate an additional
29,912 square feet of computerized storage warehouse.
B. That a public hearing was duly called, noticed and
held on said application.
C. That establishment, maintenance, and operation of the
use applied for will not, under the circumstances of
this case, be detrimental to the health, safety, morals,
comfort, or general welfare of the persons residing or
working in the neighborhood of such proposed use,
evidenced by the following findings:
The proposed additions are insignificant to the
overall existing project; 29,912 square feet in
addition to the existing 858,300 square feet of

The proposed addition will not generate any new
parking needs because the buildings are operated by
computer-directed trolleys. The same personnel who
operate the existing facility will operate the new
addition.

D. That the establishment, maintenance, and operation
of the use applied for will not be injurious or detri-
mental to the property and i~rovements in the neighbor-
hood of the subject property, nor to the general welfare
of the City of Tustin, and should be granted.
E. Proposed development shall be in accordance with the
development policies adopted by the City Council, Uni-
form Building Codes as administered by the Building
Official, Fire Code as administered by the Orange County
Fire Marshal and street improvement requirements as
administered by the City Engineer.

F. This project is categorically exempt from the re-
quirements of the California Environmental Quality Act.
G. Final development plans shall require the review and
approval of the Community Development Department.
The Planning Agency hereby approves Conditional Use
Permit No. 82-20, to authorize the construction and
operation of an additional 29,912 square feet of
computerized storage warehouse subject to the following
conditions:
The final site plan shall be standardized and reflect
all appropriate City standard drawing numbers. The
developer shall construct all missing or damaged street
improvements to said development per the City of Tustin
"Minimum Design Standards of Public Works" and "Street
Improvement Standards." This work shall consist of, but
is not limited to: curbs and gutters, sidewalks, drive
apron, and street pavement.
Continuous 6" concrete curbs shall be provided between
landscape planters and parking spaces and drive aisles.
All roof equipment and vents must be screened from view.
Exterior building materials and colors must be submitted
to Planning Department for review.
All signs must be approved by the Planning Department
prior to permit issuance.
Planters shall be provided along the bases of the
structures sufficient in size to allow for tree
plantings.
A complete irrigation plan is required which should
indicate the following:
a. point of connection
b. back flow prevention device(s)
c. location and types of valves
d. location and sizes of piping
e. sprinkler head types and locations
Separate permits are required for plumbing, electrical,
grading, signing and any work performed within the
public right-of-way.
