Attached is a letter to Mayor Edgar from Larry J. Holms, Director of
Fire Services for the Orange County Fire Department, enlisting sup-
port for a cc~ununity fire safety project in the greater T~stin area
by adoption of Resolution No. 82-67.

THE GREATER ~JSTIN A~EA WHICH UTILIZES COMMUNITY VOLUNTEERS
INVOLVED IN FIRE PREVENTI~ ACTIVITIES
WHEREAS, the Board of Supervisors, on February 9, 1982, unani-
5 mously approved Resolution No. 82-204 which authorized the Orange County
Fire Department to enter into a cooperative agreement with the United States
6 Fire Ad~istration to send a Department m-mher to Washington, D.C. for par-
ticipation in a pilot program intended to promote fire prevention through
7 citizen volunteers actively engaged in fire prevention work; and
8 WHEREAS, the data collection phase of this program has been corn-
9 pleted and initial findings indicate the unincorporated and incorporated
areas in the greater Tustin area be selected to serve as a national focal
10 point for the reduction of life and property damage due to fire; and
WHEREAS, the Board of Supervisors recognizes the success of this
11 volunteer program aepends upon strong leadership, activie participation, and
dedication to community safety and wishes to thank all members for their
12
involvement in community fire prevention activities;

NOW THEREFORE, BE IT RESOLVED, that the City Council of Tustin
supports this voluntary co~%munity fire safety project as an effort to reduce
14 life and property losses due to fire as well as a potential for /reproving
fire prevention activities at no expense to the taxpayer.

PASSED AND ADOPTED at a regular meeting of the City Council of the
City of ~ustin, California, on the 16th day of August, 1982.

Dear Mayor Edgar:
I would like to take this opportunity to enlist your support for a community
fire safety project about to begin in the greater Tustin area.
The Orange County Fire Depart~nt has long been recognized as a leader in
fire prevention activity. For this reason, the Fire Department has been
chosen to work with the United States Fire Administration in the preparation
and implementation of an innovative fire prevention program which will have
great dimension. On February 1, 1982, the Orange County Fire Department en-
tered into a cooperative agreement with the Federal Emergency Management
Agency, United States Fire Administration and a fire department member was
sent to Washington, D.C. to develop the program.
The project design calls for the production of a manual entitled Fire Pre-
vention Through Community Volunteers. The manual will be made available to
anyone throughout the U.S. who is interested in establishing a voluntary
community group to promote fire prevention. The publication will be a "how
to" handbook to provide the reader with viable ways of recruiting, motivating,
managing, and maintaining a group of citizen volunteers actively engaged in
fire prevention work.
An important element in the production of this manual will be the implementa-
tion of pilot studies to test the concepts presented. After a careful study
of several prospective communities, the Federal Emergency Management Agency,
United States Fire Administration has selected the greater Tustin area to
serve as a national focal point for this project. It has been realized that
the unique composition of the Tustin area will provide an ideal site in which
to conduct the initial study.
The project provides for the formation of a committee composed of 12 leaders
from the Tustin area. Renee Farrell, a Tustin area resident of 21 years, has

volunteered to serve as the community spearhead to initiate the establishment
of the group. Once the group has been formed, it will meet to address the
fire problems of the Tustin area and to identify ways of mitigating these
problems through community awareness and involvement. The committee will be
responsible for developing and implementing local fire prevention programs
which it determines to have the greatest potential for reducing fire loss
in the greater Tustin area.
It is believed that the programs developed by the committee will help reduce
the number of fire incidents and significantly increase public awareness of
fire potential within the community.
The progress of the pilot study will be evaluated and published so that the
Tustin area may serve as a model community not only for others in Orange County,
but throughout the United States. Plans are being formulated to establish
a National Council on Fire Prevention to provide funding and leadership sup-
port for community fire prevention programs. The Tustin area pilot group
will then serve as a Charter Chapter of this national organization.
We ask the Tustin City Council approve and support this community fire safety
project by passing the attached resolution. Once this action has been com-
pleted, candidates from the Tustin area communi'ty leaders will be identified
and committee recruitment will commence.
