Heatherfield Survey Results

On Thursday, August 12, 1982, (1800-1900 hours) Officer Goodavish
and Agent Schoenkopf surveyed the residents of Heatherfield
regarding the parking problems they had been experiencing. Of a
total of 16 houses on Heatherfield, personal contact was made with
the residents of 10. There was no response at 6 houses. The
following questions were asked of each person contacted:
Have the warnings regarding overnight parking had any
noticeable effect?
If yes, what?
Any further suggestions?
Any other parking problems we should know about?
Results - 100% satisfaction. Most said they were elated, the
problem disappeared almost overnight when the warnings were
issued. Typical comments - "Immediate, positive impact,"
"Dramatic change with the warnings," "Oh, am I happy, it hasn't
been this great for two years," "Thank you, thank you, thank you,
"Overnight success, thanks."
Most of the residents also said they still wanted street sweeping
signs posted and the vast majority also wanted red curbs to either
side of their driveways. Preferences as to width of that red
curbing varied with a range of one to five feet with majority
preferring two feet.
Those expressing an opinion about the red curbing were unanimous
in saying the short curb distances between adjacent driveways
should be red in their entirity.
All persons were encouraged to call Tustin P.D. everytime they
noticed periodic problems, i.e. parked partially blocking
driveways, parked on curve of intersections, parked across
crosswalks, etc.
The attached letter of concern was sent to the residents of 1777
Mitchell and there has been only one negative response from that
location. It was general in nature and~the writer has been to
provide parking suggestions that can be reviewed that may help an~
problems in parking at that location. No response to date.~~/~?

POLICE DEPARTMENT
Dear Resident:
As you may know, the City has received many complaints with
respect to the non-resident parking on Heatherfield Drive,
south of Mitchell Avenue. This additional non-resident parking
has resulted in improper street sweeping, blockage of driveways
and severely limiting resident parking.
Based upon a Community Development survey by the City, there is
a ratio of 2.6 parking spaces per dwelling unit at 1777
Mitchell. We recognize that some of the parking spaces may have
been converted to other uses, i.e., carport space to patio
space, thus creating part of the overflow parking problems for
the Heatherfield Drive area. Another problem, may be that
multiple families occupy single family units which also adds to
the overflow issue.
The:City, at the request of residents, is taking action to
relieve the parking problem on Heatherfield as listed below:
Posted No Parking for Street Sweeping.
Red'curb painting at designated areas.
Enforcement of all parking violations, including no
overnight parking'on Heatherfield.
This letter is being sent to you in an effort to advise all
persons who may be involved in t~is overflow issue.
We hope that anyone now parking their vehicles on Heatherfield
will make other arrangements, i.e., clear present parking areas
for vehicle parking, sharing off-street parking with your
neighbors. Enforcement action will begin w~th the issuance of
citations and/or towing away of offending vehicles on August 9,
1982, 2:00'A.H.

HEATHERFIELD DRIVE RED ZONES
RECOMMENDATION:
That the Tustin City Council, at their meeting of August 16, 1982, authorize staff
to proceed with the red zoning of curbs adjacent to and between driveways along
Heatherfield Drive and Sandwood Place as shown on the attached drawing.
BACKGROUND:
At their August 2, 1982 meeting, the City Council authorized the following
actions:
1. On-street parking prohibition during hours of
street sweeping along Heatherfield Dr. between
Mitchell Ave. and Sandwood Pl.
2. Red zoning of curb returns at the
southeasterly and southwesterly corners of
Heatherfield Drive and Mitchell Avenue and the
northeasterly corner of Heatherfield Drive and
Sandwood Place.
and requested staff to respond back at the August 16, 1982 meeting with the
following items:
1. A check of the existing red curbing along Mitchell Avenue for
unauthorized painting by private property owners.
2. Contact the residents of 1777 Mitchell Ave. via mail and request
that they not use Heatherffeld Drive for on-s'treet parking.
3. Investigation of any blatant violations of misuse of on-site parking
spaces (carports used as patios) at 1777 Mitchell Ave.
4. A review of the requested red curbing adjacent to and between
driveways.
DISCUSSION:
Items No. i and 2 of the authorized actions have' been forwarded to the Maintenance
Division for implementation.
Item No. 1 of the remaining items has been field checked and no additional red
curbs have been painted by private property owners. The existing red curbs are as
outlined on the original plan as approved by City Council.

Items No. 2 and No. 3 of the remaining items are being handled by the Police and
the Community Development Departments respectively.
A plan for Item No. 4, painting of red curbs adjacent bo driveways, has been
reviewed and is shown on the attached drawing. These red curbs provi.de a clear
area on each side of the driveways ranging from three to eight feet. They do not
eliminate any on-street parking spaces. All curbs between adjacent drives have
also been recommended for red curbing.

Below are the findings of a survey concerning the parking situation at 1777
Mitchell.

Carports were obstructed at the time of the survey by
miscellaneous items, patio furniture, etc. Three of the five
units with carports blocked also have converted or obstructed
garage areas.
"Best'Case" situation counts only garages that have obviously been
converted to living space. "Worst Case" includes garages that
to have been modified, or else have been modified only
y and could be returned to garages very easily.
Verification of apparent conversions is not attainable without an
interior inspection of the units.
CONCLUSIONS
Current zoning requirements, in terms of on-site parking, provide that each
unit should have at least two on-site parking spaces. Even with the worst
case scenario, there are more than two spaces per unit and since there are
only three instances where a unit's carport & garage have been obstructed,
there is no compelling reason for the excessive use of on-street parking by
residents of the complex.
