RECOMMENDATION:
Pleasure of the City Council.
BACKGROUND:
The approved survey letter was mailed to twenty-six (26) downtown area property
owners/residents on August 4, 1982. A copy of this letter is attached for your
information.
As of the date of this memo, thirteen (13) letters have been returned and will be
recapped below.
DISCUSSION:
The responses to this survey are recapped as follows:
Four (4) Desiring curbs and gutters and necessary grading to eliminate drainage
problems.
Seven (7) Desiring their area be left just as it is without improvements in the
public right-of-way.
Two (2)
Expressing no comments either for or against the improvements, or the
survey letter was not returned.
The attached map shows those properties in favor of improvements (green), those
properties against the improvements (red), and those properties expressing no
comments either for or against the improvements, or where the survey letter was
not returned (yellow).
Some general comments written on the letters opposing any improvements are as
fol 1 ows:
1. We have no problems with mosquito breeding or drainage in the area.
2. We are not aware of any special mosquito problem.
3. We do not have a nuisance water drainage problem or an increase in
mosquitos, but we do have a continuing catch of rats.
4. There was no mention of cost and we feel it invalidates the survey.

Council has the following options with respect to the installation of
1 or a portion of subject improvements:
Fund them under Assessment District proceedings, wherein the property
owner adjacent to the improvements would be assessed over a ten year
period for the total engineering, construction, and admi.nistrative cost
of said improvements.
Fund the improvements with general fund/gas tax monies at no cost to the
property owners. This could most likely occur in the 1983-84 budget
year.
Attempt to solicit grant monies, such as H.C.D.A. funds, for said
improvements at no cost to the property owners and minimal cost to the
City.
4. A combination of any of the three previous options.

Dear Resident:
The City Council's attention has been called to the nuisance water, drainage
problems, and resultant mosquito breeding in your area.
The Council has requested your opinion to determine if you would be interested in
street improvements to cure the problem. Before making cost estimates for the
improvements, we would appreciate knowing your desires.
The return of the attached questionnaire will in no way obligate you to these
improvements, but will merely indicate to the City Council as to whether or not
there is sufficient interest to pursue the project in'more detail.
Please return your response in the self-addressed, stamped envelope by August loth
to enable the Council to further consider its proposal at the August 16th
meeting. If there are any questions regarding this survey, please call the office
of the Director of Public Works (544-8890).
