MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, HELD ON MONDAY EVENING, JUNE14, 1954 AT 7:30 P.M., AT THE CITY HALL COUNCILMEN PRESENT: Jerome C. Kidd, W. L. Tadlock, Arthur O. Park, Frank E. Bacon, Jr., John W. Sauers. COUNCILMEN ABSENT': None. CITY ATTORNEY: C. Arthur Nisson, Jr. was present. Minutes of the meeting of May 24, 1954 were read and approved as read. City Clerk Penington being absent, C. Arthur Nisson, Jr., City Attorney, acted as Clerk. Communications: Letter dated June 14, 1954 from Auditor Hanson requesting the transfer of $1,537.64 in the Special Gas Tax Fund to the Traffic Safety Fund was read and re- ceived. The purpose stated for the transfer was to make payments for Project No. 21 from the Traffic Safety Fund. Upon motion duly made by Councilman Park, seconded by Sauers, it was regularly moved, seconded and carried that the sum of $1,537.64 be transferred from the Special Gas Tax Fund to the Traffic Safety Fund, and that payments for Project No. 21 be paid from the Traffic Safety Fund. Old Business: Prescott annexation was discussed and City Attorney Nisson reported that the Planning Commis- sion had not yet approved the proposed boundary descrip- tion. He also reported that Mr. Will Bowman had declined to include any property adjacent to Prescott in the pro- posed annexation. Notification from the Board of Equalization of an alco- holic beverage license application for Charles Mitchell at 165 "D" Street, Tustin, for an off-sale license, beer and wine, was received and ordered filed. Mayor Kidd reported that on July 8th the councilmen and families of the League of Cities were invited to go to the Disney Studios to see a preview of the Disneyland Project proposed to be constructed in Anaheim. Notice was also given of the League of Cities dinner to be held in Costs Mesa on June 24th. The palmistry license matter was discussed and it was determined that the Chief of Police would inform the persons practicing palmistry that they would not be allowed to advertise such business except on days when they were duly licensed. The matter was then referred to the Chief of Police for enforcement. There was an extended discussion regarding plans for sewering the City of Tustih. Engineer McBride was present and reported upon receiving a check for $20.16 from H. L. Bryan, that being the amount due the City on sidewalks and so forth from Pasadena Street. He also reported receiving a check from Neal C. McClintock in the sum of $28.00 as the balance due on his portion of the curbs on the Pasadena paving and curbing project. Upon motion duly made and seconded, Park moved, Tadlock seconded, such checks were accepted and ordered deposited in the City funds. City Engineer McBride was authorized to complete the report to the State Interim Committee as per letter received dated May 28, 1954, and that in regard to this report he was dir- ected to work with the Street Commissioner. City Attorney was directed to write to Charles Shaw, 140 North A Street, ordering him to replace a tree which he killed in the parking area in front of his home by careless lawn mowing. The tree was an ever- green elm, six feet in height. City Attorney was directed to study the preparation of an ordinance requiring people to turn off water sprinklers when there was a fire in the City of Tustin. He was also directed to first check with Walter Rawlings of the Tustin Water Works in connection with this proposal. Tadlock moved, Park seconded, to pay the bills presented. Motion was carried.
