RECOMMENDATION:
That the Tustin City Council, at their meeting of August 30, 1982, introduce the
attached Ordinance which revises the prima facie speed limit on Main Street and
Bryan Avenue as indicated below:

BACKGROUND:
As requested, an engineering and traffic survey has again been conducted on Main
Street from the west city limits to Bryan Avenue and Bryan Avenue from Main Street
to Myford Road. The existing speed limit on Main Street is 25 MPH and Bryan
Avenue from Main Street to Browning is also 25 MPH. From Browning Avenue to
Myford Road, the speed limit on Bryan Avenue is 40 MPH.
While the 85th percentile speeds of each road section studied was the same or
slightly higher (with the exception of one) than the previous study, the
recommended speed limits have remained the same. The section of Main Street
between B Street and Prospect Avenue could not be studied due to construction in
the area and the section between Prospect Avenue and Newport Avenue showed a
decrease of 2 MPH due to the same reason.
The following are the recommended speed limits for the listed section of roadway:

The previous radar study indicated that the section between B Street and Prospect
Avenue has an 85th percentile of 40 MPH. Due to the narrowing of the lanes,
considerable parking, and pedestrians crossing at various locations other than the
intersections, it is recommended that this section be zoned at 30 MPH.
The 85th percentile for the section of roadway between Browning Avenue and Myford
Road would indicate a posted speed limit of 55 MPH. It is recommended that this
section be posted for 45 MPH due to the lack of a shoulder and the large drainage
ditch on the north side of the roadway, which would force a stalled vehicle to
block the westbound travel lane and would be unexpected by the motorist.
The radar studies conducted on these streets are a measure of the prevailing
speeds existing at the time of the study. In order to be enforced by radar, the
California Vehicle Code limits the setting of the speed limit to the 85th
percentile of the existing speeds, unless conditions are present that are not
readily apparant to the drivers. The speed of 1,708 vehicles was checked by radar
between the west city limits and Browning Avenue during a total time of 11 hrs.
and 50 minutes and of these vehicles, a total of 22, or 1.29% were traveling
within the existing 25 MPH posted speed limit.
A review of the accident records within the limits of this study has not indicated
an abnormally high percenage of accidents normally associated with excessive
speed.
The recommended speed limits will give consistant speed limits for Main Street and
Bryan Avenue within the city limits in accordance with the California Vehicle Code
and will be enforceable with the use of radar.

ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, REVISING PRIMA FACIE SPEED LIMITS ON
CERTAIN STREETS.
1. It is hereby determined that the speed permitted by State law as
applicable upon the following streets is other than is reasonable and it is
hereby declared that the prima facie speed limit shall be as herein set forth
on those, streets, or parts of streets, herein designated when signs have been
erected giving notice thereof.
2. The prima facie speed limit for vehicular traffic on the following
streets, or portions of streets, is hereby established as hereinafter set
forth, effective when signs have been erected giving notice thereof.
3. Provided, further, however, that in any instance where the prima
facie speed limit as fixed by the vehicle code of the State of California is
less than the prima facie speed limit hereby determined and fixed, then the
prima facie speed limit which is provided in the Vehicle Code shall be
applicable.
4. The streets, or portion of streets within the Tustin City limits,
affected and the declared prima facie speed limit shall be as follows:
