MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, HELD ON MONDAY EVENING, MAY 10, 1954 AT 7:30 P.M., AT THE CITY HALL COUNCILMEN PRESENT: Jerome C. Kidd, W. L. Tadlock, Arthur O. Park, Frank E. Bacon, Jr., John V. Sauers. COUNCILMEN ABSENT: None. CITY ATTORNEY: C. Arthur Nisson, Jr., was present. S. C. Penington being absent, C. Arthur Nisson, Jr., City Attorney, was requested to take the minutes. The minutes of the meeting of April 26th were read and approved. Communications: 1. Written request from American Legion Post No. 227 to sell fireworks in the City of Tustin from the per- iod June 10 to July 10, 1954, together with a certi- ficate of insurance showing public liability coverage in the amount of $25-$50,000., property damage in the sum of $5,000. had been received. Park moved, Bacon seconded, that permission be granted to permit the American Legion Post No. 227 to sell fireworks in the City of Tustin at the location of Third and "D" Streets, northeast corner, subject to the approval of the Chief of Police and Fire Chief. Motion was carried. 2. Petition for annexation to the City of Tustin was received from John A. Prescott. The matter was refer- red to the City Attorney and City Engineer for report and further action in accordance with the law. 3. Letter from Mrs. Jack McClure of the Recreation Committee of the PTA requesting that the Parks and Playground Fund support the swimming program at the Tustin High School. Tadlock moved, Park seconded, that said city fund pay the same amount as it did in 1953-54 fiscal year in support of the recreation pro- gram for swimming at the Tustin High School. Motion carried. Mr. Martin representing the VFW came to the council meeting and requested information on how to get an OK to sell fireworks in the city and also to get permission for Buddy Poppy Day in May, 1954, on the days of the 27th, 28th, and 29th. Mr. Nartin was instructed to submit a letter and certificate of insurance concerning the per- mission to sell fireworks. It was determined that the Mayor wouId by proclamation proclaim Buddy Poppy Day. Announcement of a tour of the Orange County Water District on May 20, 1954 was received and filed. Announcement of the League of Cities dinner meeting at Knott's Berry Farm Steak House on May 20, 1954, 6:45 in the evening, was received and filed. Mayor Kidd announced the following commission appointments: Police Commissioner, Tadlock; Fire Commissioner, Parks and Playgrounds Commissioner, Bacon; Finance and Administration Commissioner, Park; Street Commissioner, Sauers. A discussion was held concerning the painting of pedestrian crosswalks on "C" Street where said street is intersected by Second and Third Streets and on Main Street at its intersection with "B" Street. The matter was referred to the Street Commissioner and Street Superintendant for further report. Park moved, Tadlock seconded, that subject to the appro- val of the Street Commissioner and the Mayor, Third Street be paved from Myrtle Street to "B" Street in accordance with the recommendations of City Engineer McBride and City Engineer McBride was authorized to proceed to have said improvements completed. Motion was carried. Engineer McBride attended the council meeting and reported concerning the progress of the improvement of Myrtle and Pasadena Street and Second Street. He also reported that he had received $152.00 from Betty Trent to pay for 150 feet of curb to be put on the East side of Myrtle Street North of Second Street. Mr. McBride reported that he had turned this over to the City Clerk and the city deposits for the month of April showed a deposit from Betty Trent in the sum of $152.00. Park moved, Sauers seconded, that the bills be paid, ex- cepting the bill from the Texaco Service. Motion carried.
