SUBJECT: REDEVELOPMENT AGENCY CAPITAL IMPROVEMENT PROGRAM
RECOMMENDATION:
That the Tustin Redevelopment Agency, at their meeting of September 20, 1982, not
accelerate the Prospect Ave. Relief Drain into the current fiscal year
Redevelopment Agency Capital Improvement Program.
BACKGROUND:
At a recent Agency meeting/workshop, it was suggested that two projects be
accelerated to the current fiscal year Capital Improvement Program. These
projects were the First St. and Prospect Ave. Traffic Signal Modifications
previously scheduled for lg84-85 and the Prospect Ave. Relief Drain previously
scheduled for 1985-86.
DISCUSSION:
The Prospect Ave. Relief Drain will require the excavation of the intersection of
irvine Blvd. and Prospect Ave. as well as the street area along Prospect Ave.
between Irvine Blvd. and First St. The intersection of Irvine Blvd. and Prospect
Ave. will be repaved with the Irvine Blvd. project currently in progress.
Prospect Ave. between Irvine Blvd. and First St. was recently repaved in late
1979.
This drain would be a supplement to the existing drain within Prospect Ave. and
would pose no problems with respect to flooding private properties in the event
the relief drain was delayed.
Consequently, it is suggested that the Prospect Ave. relief drain not be
accelerated to the current fiscal year as previously mentioned. This may
eliminate any potential criticism to the City regarding the excavation of recently
paved streets.
