SPEED ZONE - MAIN STREET AND BRYAN AVENUE
RECOMMENDATION:
That the Tustin City Council, at their meeting of Sept. 20, 1982, introduce
Ordinance No. 873 which revises the prima facie speed limit on Main St. and Bryan
Ave. as outlined in the staff report of August 25, 1982.
In the event the Council desires to place a median within Main St. between the
Costa Mesa Freeway and E1 Camino Real, it is recommended that the painted
channelization be utilized.
BACKGROUND:
At their last meeting, on September 7th, the City Council requested additional
staff input on the feasibility of raised median islands or painted channelization
and radar enforcement by the Police Department along Main Street between the Costa
Mesa (Newport) Freeway and E1 Camino Real prior to authorizing the recommended
speed zones.
DISCUSSION:
l~ne existing width of Main Street between curbs is as follows:
Costa Mesa Freeway to Myrtle Ave... 60 ft.
Myrtle Ave. to Pacific St ...... 58 ft.
Pacific St. to "A" St ........ 54 ft.
"A" St. to "B" St ......... 53.5 ft.
Each of these segments of Main St. is wide enough to accomodate either a raised
median island or painted channelization. Either of these options would provide
the following:
Raised median island or painted channelization . . . 13-14 ft. wide
One travel lane in each direction .......... 12 ft. wide
Park lane adjacent to curb on both north and
south side of street ............... 8 ft. wide
Neither the raised median or the painted channelization along Main St. will reduce
the speed of traffic appreciably; it will help eliminate the passing of vehicles
which presently occurs and which is legal. Following are both the advantages and
disadvantages of each of the alternatives:

RAISED MEDIAN ISLAND
Advantages
1. Channelization of traffic.
2. Protected left-turn pockets at street intersections.
3. Elimination of cross traffic in and out of driveways.
4. Beautification features of raised median.
Disadvantages
1. Cost of construction.
2. Maintenance cost of landscaped areas.
3. No left-turn ingress or egress to and from driveway openings along Main
St.
4. Eventual widening of Main St. to provide for 4 travel lanes (2 each
direction}.
PAINTED CHANNELIZATION
Advantages
1. Relatively low implementation cost.
2. Protected )eft-turn pockets at street intersections.
3. Provision for left-turn ingress and egress to and from drive openings via
continuous left-turn striping.
Disadvantages
1. Eventual widening of Main St. to provide for 4 travel lanes (2 each
direction}.
The Police Department has indicated that after the speed zones are posted, they
will aggressively enforce that portion of Main St. with the use of radar.
Warnings will be issued for a short period of time after initial posting of the
speed zones and the issuance of tickets after completion of the warning period.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, REVISING PRIMA FACIE SPEED LIMITS ON
CERTAIN STREETS.
1. It is hereby determined that the speed permitted by State law as
applicable upon the following streets is other than is reasonable and it is
hereby declared that the prima facie speed limit shall be as herein set forth
on those, streets, or parts of streets, herein designated when signs have been
erected giving notice thereof.
2. The prima facie speed limit for vehicular traffic on the following
streets, or portions of streets, is hereby established as hereinafter set
forth, effective when signs have been erected giving notice thereof.
3. Provided, further, however, that in any instance where the prima
facie speed limit as fixed by the vehicle code of the State of California is
less than the prima facie speed limit hereby determined and fixed, then the
prima facie speed limit which is provided in the Vehicle Code shall be
applicable.
4. The streets, or portion of streets within the Tustin City limits,
affected and the declared prima facie speed limit shall be as follows:
