RECOMMENDATION:
That the Tustin City Council, at their meeting of September 20, 1982, authorize
Bob Ledendecker, Director of Public Works/City Engineer, to execute all required
right-of-way certification documents pertaining to the Moulton Parkway/Irvine
Center Drive Realignment Federal Aid Urban (F.A.U.) project.
BACKGROUND:
This project provides for the realignment and widening of Moulton Parkway/Irvine
Center Drive between Culver Drive and 1300± feet easterly of Red Hilt Avenue and
the construction of Myford Road from the newly realigned Moulton Parkway northerly
to the A.T. & S.F. railroad tracks.
Tustin is acting as the lead agency on this project with respect to right-of-way
acquisition, preparation of construction drawings and contract administration.
DISCUSSION:
As a phase of the right-of-way acquisition and a requirement prior to plan
approval and bid advertisement, the City of Tustin must certify right-of-way
acquisition to Caltrans and the Federal Highway Works Administration (FHWA).
We are working towards a certification date no later than October 1, 1982;
however, many of the documents will not be ready for execution until after
September 20, 1982, the final Council meeting of that month. In order to expedite
the certification of right-of-way document, Caltrans has suggested that a City
staff member be authorized by City Council to execute all documents pertaining to
this certification.
