McDonald 14982 Prospect Avenue (C-1 District) Authorization to re-open an abandoned service station for the sale of propane gas and automobile tune-up and lubrication service. Also, the applicant is requesting to install a pole sign on the corner of First Street and Prospect Avenue. The Zoning Code requires use permit approval for service station type activities and for the installation of pole signs. BACKGROUND Until a few months ago, the station was in use by an Exxon dealership. new owner has already started a remodeling program by removing the underground gas line tanks and repainting the building and canopy structures. The DISCUSSION A preliminary site plan was submitted with this application which indicates the following: 1. The installation of two above-ground propane tanks (capacity not indicated) eight feet from the property line off First and Prospect under each canopy. 2. Parking spaces (9) have been delineated along the northern property line. 3. Installation of a 25 square foot, double face sign to be mounted on an existing pole near the corner of First and Prospect. Outside of the work already accomplished, no other changes have been proposed. FIIOIN~S & CONCLUSIONS 1. The site, designed many years ago, does not encompass many design amenities as required by current city standards. The site; however, is sufficient in size to incorporate some desireable features. Chairman & Planning Agency October 4, 1982 Page 2 2. The above-ground propane tanks must be located at least ten feet from any property or street right-of-way. The tanks, as proposed, would be clearly visible from one of the City's major intersections. Staff believes this to be an undesireable situation. Also, the Fire code would require a protective barrier (posts, walls) around each tank. 3. Currently, design standards encourage the placement of work bay doors at the rear of a service station. The bay doors on the existing structure face the intersection. 4. In order to reduce traffic congestions at major street intersections, it has been City policy to try and reduce the number of driveway cuts adjacent to the corner. While the City Engineer has not recommended this action, the closing of one or two driveways would allow for more landscaped areas. RECI~NDED ACTION Staff believes this use has possibilities for this site. However, it is felt that many more amenities and re-design concepts should be considered before final approval. It is therefore recommended that the item be continued to the next meeting in order to give the applicant and staff an opportunity to improve on the plan. Items which staff believes should be given serious consideration are as follows: 1. Burial or relocation of the propane tanks. It is understood that burial of propane tanks can be a rather extensive job. The tanks could be located away from the canopy structure, out of site, behind protective walls. 2. Extensive landscaping is needed along the street frontage. The interior planters appear to be adequate in size but new plant material and irrigation equipment is needed. 3. The work bay doors should be relocated to the rear of the building and the existing doors facing the street should be walled up. This action would necessitate relocation of the rear trash enclosure. 4. The repair and storage of vehicles and the display of merchandise outside the building should be prohibited. S. That the pole sign be provided with a decorative pole cover to match the color and trim of the building.
